Description
Objective The purpose of this Presolicitation Notice is to provide notification of SAIC-Frederick's intent to publish a solicitation for work in support of the cancer Human Biobank (caHUB) and to solicit public information and comment on the Draft Statement of Work. Notification of Intent to Publish SAIC-Frederick (SAIC-F), on behalf of the National Cancer Institute (NCI), announces its intent to publish, in the second quarter of 2010, a solicitation for medical research and healthcare entities to collect cancer biospecimens according to stringent standard operating procedures (SOPs). Under its Prime Contract with the NCI, SAIC-F will issue this solicitation as part of the NCI Office of Biorepositories and Biospecimen Research (OBBR) initiative in support of the caHUB under the American Recovery and Reinvestment Act (ARRA). Contracted Tissue Source Sites (TSS) will be expected to provide human cancer biospecimens (and associated normal controls) including, but not limited to, lung, brain, breast, kidney, uterus, ovary, colon, stomach, pancreas, liver, thyroid, prostate, bladder, lymphoma, leukemia, oral cavity, skin and bone. TSS will be asked to include in the proposal the numbers and types of cancer biospecimens and associated normal controls that they are capable of providing. To meet the caHUB's goals, SAIC-F will award one or more subcontracts to organizations capable of accruing targeted cancers and delivering clinically-annotated biospecimens. The tissues and data will be delivered to the caHUB for quality control, extensive pathology characterization, diagnostic verification, processing into molecular analytes, storage, other relevant processes, and distribution for qualified research and development. The histological specifications and annotation requirements of the cancer types to be collected, the number of cases and samples required per cancer, and preferred timing for their delivery to the caHUB will be finalized in negotiations with the successful Subontractor. The caHUB is a new initiative being developed by the NCI OBBR. Through an advanced network of tissue acquisition, biorepository operations, pathology review, and bioinformatics capabilities, the caHUB will develop the high-quality, clinically annotated biospecimens that are essential resources to accelerate the development of molecular-based diagnostics and therapeutics for personalized medicine. Request for Information and Comment The purpose of this Request for Information (hereinafter referred to as "Request") is to: 1. Convey the intent of the NCI OBBR to collect biospecimens and associated data for the caHUB. 2. To seek input and comments regarding the concept, organization, and operational aspects of the program. The posting of this Request or the provision of any information received in response to this Request does not constitute an offer to subcontract and is not binding in any manner on either party. SAIC-F does not intend to award a subcontract from this Request nor will SAIC-F pay for the information provided in response to this Request. Response Instructions Obtaining the input of interested organizations is of great value. Organizations wishing to provide information and/or comments on the attached draft statement of work (SOW) are asked to submit input using the attached Questions & Answers Template. Remarks must be specific and clearly written with the intent to improve the concept, objectives, or requirements of the Draft SOW. It is requested that all feedback and comment be limited to only the Draft SOW. Responses must be received by 12:00 p.m. (EDT) on April 23, 2010.
