Description
The U.S. Geological Survey (USGS) has a need for an experienced/senior-level marine mammal observation (MMO) team to conduct marine mammal observations on behalf of USGS aboard the USCGC Healy and Canadian Coast Guard ship Louis S. St-Laurent during a U.S.-Canada offshore Arctic cruise, August 2 to September 9, 2010. For solicitation documents and information contact Jennifer Glenn at jglenn@usgs.gov. On August 2, 2010 USGS is embarking on an international expedition in cooperation with the Geological Survey of Canada (GSC) to collect data on the continental shelf that extends beyond the 200 nautical miles Exclusive Economic Zones of both nations (hereinafter the Extended Continental Shelf or ECS). In standard operations, Healy will be the lead vessel with the Canadian Louis S. St. Laurent (Louis) following. The Louis will be collecting airgun seismic-reflection profile data; the Healy will be break ice for the Canadian vessel following astern and will collect multi-beam, gravity and sub-bottom profile data, water samples, and ice. Sounds produced during seismic-reflection surveys have the potential to disrupt the behavior of marine mammals that inhabit and/or migrate through the area. To minimize potential effects of the seismic acoustics on marine mammals, USGS requires the services of an MMO team to serve onboard the Healy as a supplemental lookout for the MMOs who will be onboard the Louis. In addition to other technical qualification requirements to be available in the solicitation, all proposed MMO team members MUST be able to pass a security background check by the Canadian Government. A fixed price type purchase order is contemplated for this requirement. Competitive procedures in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items, will be utilized. This competition is a small business set-aside under NAICS 541690 with a size standard of $7M. Award will be made to the offeror whose proposal is the best value to the government. The Government reserves the right to make award to other than the low offeror. It is anticipated that a Request for Quote (RFQ) will be issued and be available upon request on or about April 5, 2010 with proposals due on or about April 14,2010. All RFQ requests shall be made via e-mail to jglenn@usgs.gov. All responsible sources may submit a proposal which will be considered. This notice and any resulting RFQ and/or purchase order conforms to the requirements in place through FAC 2005-32, effective April 20, 2009.
