Description
This sources sought notice is being conducted to identify potential sources that may possess the capability to provide line maintenance in support of one (1) C-40B at Hickam AFB, Hawaii and one (1) C-40B at Ramstein AB, Germany. The contractor must provide licensed airframe & power plant mechanics, currently holding or able to obtain a secret clearance. The aircraft maintenance concept is for the Operator, their designated representative or contractor's Line Station mechanics to perform all on-aircraft organizational (line) level maintenance. This includes such tasks as routine servicing and ground handling, fault detection/isolation and replacement of line replaceable units (LRU's), repair verification, replacement of engine components, auxiliary power unit (APU), performing scheduled inspections and maintenance to include pre-flight/post-flight/thru-flight, A Checks, aircraft cleaning and washing. Line maintenance will be performed on a 24 X 7 on duty/on call basis with mechanics on duty four (4) hours prior to take to take off and two (2) hours prior to landing. The C-40B aircraft provide domestic and worldwide VIP transportation. Sources must demonstrate the ability to provide all requirements listed above for the line maintenance of the two C-40B aircraft. The contract award will be for one year with an option for one additional year. The contract award is anticipated to be in calendar year 2011. A Firm-Fixed Price type contract is envisioned for this effort with Time and Materials and/or cost reimbursement line items as deemed appropriate. The Government will not reimburse participants for any expenses associated with their participation in this sources sought. If after reviewing this information you desire to participate by responding to this sources sought, you should provide documentation that supports your company's ability to provide the line maintenance capabilities as necessary to maintain mission capability at the lowest price. Failure to provide adequate documentation will adversely affect the Government's assessment of your capabilities. This acquisition will utilize commercial practices to the maximum extent possible in accordance with Federal Acquisition Regulation Part 12.
