Small Business Set-Aside
N/A

Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses that can provide the following: 1) Transmission Electron Microscope (TEM) a. Computed tomography capacity to generate high resolution 3-dimensional reconstructions at the macromolecular up to the fine subcellular level of resolution. Computed tomography can reveal structures and relationships not apparent by other techniques b. Time-saving capability to store and rapidly access operation settings for different users and applications c. Low magnification, high contrast imaging with a wide field of view to facilitate area selection for higher magnification viewing and for acquisition of low magnification images for analysis. d. Automated montage generation, which is very useful for morphometric studies and can save many hours of user time e. Automatic adjustment of brightness with magnification changes, making viewing and image acquisition more efficient f. Multiple exchangeable specimen rod tips, allowing exchange of specimens without disturbing orientation for re-examination of specimens, and 5-specimen holder for rapid specimen comparison g. Lab6 filament, which has greatly increase lifetime, minimizing down-time for filament changes. h. Installation and Training 2) High Tilt Specimen Retainer 3) 2040 Dual Axis Tomography Holder a. Fully jeweled mechanism to provide ultra-precise, in-plane specimen rotation 4) High Tilt Tomography Cryotransfer System a. Produces high tilt in analytical and large high tilt pole piece gams b. Incorporates a “quickload” envelope style sample loading system that accommodates 3 millimeter diameter specimens c. Frozen sections or suspensions can be loaded into TEM holder and transferred frost-free at temperatures < -165°C 5) Smartset Cooling Control Unit 6) Turbo Pumping Station a. Self-contained, compact, bench top pumping station designed for TEM applications, to include work column, CC gauge tube, one TEM holder module and one shut-off valve. 7) High Resolution, Tilt Rotate Cryotransfer System for TEM a. Single tilt high resolution nitrogen cooling holder with specimen rotation (+/- 110 degrees), cold shutter screwed insert, cryo-workstation, portable storage container for frozen sections, tip protection sleeve with pump out fitting, rotation controller and readout, digital temperature controller, pump out tool 8) Installation and Training for Cryo Holders and/or Cryoplunge System 9) 2K x 2K Pixel Ultrascan 1000 CCD Camera a. Bottom mount, high performance, 2k x 2k CCD camera designed for imaging applications in both life and materials science. HCR (high contrast resolution) optical technology, 2k x 2k CCD pixels, and 4-port CCD readout (First Light Controller). b. Regulated Peltier cooling technology to keep dark current low and stable 10) Processor and Monitor 11) Passive Isolation System a. 4 - PD50 type isolators, column mount b. Brackets to replace spring mount c. Brackets on frame. d. Outriggers To replace spring mounts: a. 3 - Mechanical-pneumatic leveling valves b. 4 - Isolator mounting 12) On site System Installation and Tuning of Passive Isolation System This request is for interested firms with the capability of providing the items listed above and to submit a capability statement along with projected pricing, to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516 with a size standard of 500 employees. All respondents are requested to identify their firm’s size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government’s requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 10 pages, should include references. A copy of the capability statement must be received at the address identified in this synopsis by no later than close of business (3:30 pm local time at designated location) on April 5, 2010. Responses by fax or e-mail WILL NOT BE ACCEPTED. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
