Description
The Missile Defense Agency, Aegis Ballistic Missile Defense Program (MDA/AB) intends to issue a solicitation for a follow-on sole source contract to Physical Sciences, Inc (PSI) for Characterization Modeling of Weapon System Effectiveness, Weapons Lethality, Target Vulnerability and Kill Assessment Development and Analyses for the Aegis BMD Program. These efforts include: 1) conduct Aegis BMD pre-mission predictions and post-mission analyses, including debris characterization, using the PSI-owned Translating Expanding Sphere Model (TESM) as modified for Aegis BMD, including estimates of debris parameters, associated radar and optical observables, and mission scoring; 2) analyses of previously obtained test data to provide scaling to future Aegis BMD Flight Missions where analyses must address atmospheric effects at the sled track and exo-atmospheric conditions for the flight missions, 3) analysis of sensor data supporting the development and testing of the tactical Missile Downlink System (MDS), the MDS Test bed and the MDS Kill Assessment Module (MKAM), and; 4) technical and programmatic support for the Aegis BMD Weapon System Effectiveness (WSE) Working Group, Aegis BMD Instrumentation Working Group (IWG), and performance of other WSE and endgame performance-related analyses. Under the proposed contract, PSI will continue to research, and analyze characterization and modeling of weapons efforts on the ballistic missile threats. PSI is the original designer and developer of the TESM and possesses the unique knowledge and experience to complete this effort. As such, PSI is the only source with the requisite knowledge, expertise and experience necessary to meet mission requirements. This knowledge cannot be attained by any other contractor in the anticipated period of performance without incurring substantial costs that are unlikely to be recovered via competition. The anticipated period of performance is 5 years (includes 12-month base and 4 12-month options). For the proposed contract action, the government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contract Physical Sciences, Inc directly. See note 22.
