- RECOVERY ACTThe Department of Veterans Affairs will be issuing a solicitation for sidewalk repairs, containment barriers for transformers and generators and parking curb stops at the VA Medical Center in Reno, NV. In accordance with VAAR 836.204 Disclosure of the Magnitude of Construction Projects, anticipated magnitude is between $100,000 and $250,000. For all the below definitions, the company must meet the small business size standards allocated to the NAICS Code. That code for this procurement is 238990 and the size standard is $14 million gross sales/year average over the last three years. In accordance with Public Law 109-461, 38 U.S.C. Sec. 8127, this procurement is a 100% Total Service-Disabled Veteran-Owned Small Business Set-Aside. Definition: For the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Service-disabled veteran" means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. A Pre-Proposal Conference/Site Visit is scheduled for Wednesday, March 17, 2010 at 1:30 PM in Room 1D197 of Bldg 1D at the VA Medical Center in Reno, NV. Contractors are encouraged to bring cameras with them. Any questions must be submitted in writing (can be email) by noon on March 19, 2010. No questions will be entertained after that time. Proposals are due by 2:00 PM on April 9, 2010. Please see Basis for Contract Award on pages 22 - 24 of the solicitation for more detailed information. Amendment 0001 includes the sign-in sheets from the Pre-Proposal Conference and drawings of the various areas that generators and transformers are located for the addition of curbing. No questions were received.
