- Description
- Statement of Work for Continuent M/Cluster/Uni/Cluster Support. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Capital Acquisition Division/Simplified Acquisition Team Intends to negotiate on a sole source basis with Continuent, Inc., using the procedures in FAR Parts 6 and 13. The National Weather Service, Office of the Chief Information Officer, W/CIO, Office of Operational Systems (O/S) has a requirement to provide clusters of database servers that are managed using technology for Continuent. The National Weather Service, Office of the Chief Information Officer operates groups of computers in geographically diverse locations know as Internet Farms to provide missions critical life and property saving information to partners, government and the public. Within the Internet farms, a cluster of computers run Mysqi relational databases used to management content. These database clusters are managed using the Continuent M/cluster product in order to provide the capacity and availability required by the national weather service. Software updates and support for M/cluster is only available directly from Continuent. No other contractor can supply the software or support required. The statutory authority for other than full and open competition is 41 USC 253 c(1) as Implemented by FAR 6.302-1Only one responsible source. FAR 52.217-8 Option to Extend Service ; 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a business size standard of $25M. This is not a solicitation for competitive quotes. However, if any other interested party believes that they can meet the requirements, they may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to grace.e.carter-tyer@noaa.gov or faxed to (301) 713-1024 by April 13, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-39. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. (Reference NWWA2000-10-06812 for this action)
