Description
This is a revised synopsis to the original synopsis which was publicized on or about 22 March 2010. The Naval Surface Warfare Center, Panama City Division intends to issue a sole source purchase order to HT Marine Services, 6451 Highway 77, Chipley, Florida 32428 for the procurement of Hydrostatic testing of life support oxygen cylinders, consisting of the following: 305 bailout cylinders, 225 OXCON cylinders, twenty-nine (29) TRCS cylinders, thirty-three (33) 88's cylinders, and twenty-four (24) air/nitrogen cylinders. The Hydrostatic Testing must be in accordance with MIL-STD-1330D. This procurement is sole source for the following reasons: HT Marine Services is the only company that can properly fill, pressurize, and maintain oxygen cleanliness of the cylinders during this testing procedure, with a nitrogen purge after hydro. HTMS is the only company that can provide this type of service for the required cylinders and maintain the oxygen cleanliness within the cylinders using Grade B water throughout their process. There are other companies that provide hydro services for other types of cylinders throughout the industry, HTMS is the only company that can provide this combination which will allow the bottles to be 'ready for issue' upon receipt. This will save the Government thousands of dollars in additional shipping and cleaning costs. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. All items will be delivered within 2 weeks of issuance of the order. NAIC Code: 331521 and FSC is 8120. Size Standard of business is 500 employees. Anticipated award date will be on or about 8 April 2010. The basis of award is a fair and reasonable price.
