- Action Code: Special Notice Class Code: NAICS Code: Subject: Royalties Fee Solicitation Number: W31P4Q-05-A-0031/0025 Set-Aside Code: None Response Date: 3-31-2010 Place of Performance: US Army Aviation and Missile Command (EXPRESS) ATTN: CCAM-OS-O/Tiffany Hardin, Building 5303, Martin Road Redstone Arsenal, AL 35898-5280 Description: The US Army Aviation & Missile Command intends to purchase the following under the EXPRESS Blanket Purchase Agreement (BPA) W31P4Q-05-A-0031, Task order Number 0025 with Science Applications International Corporation (SAIC)., Huntsville, AL: Royalties Fee 1 each. The Epic Unreal 3 Engine License is required to support the design and development of an intuitive software platform which can be used to set up and record machinimas featuring realistic-looking characters and environments. This Task will be accomplished reusing the existing America's Army Software Library; America's Army is built on the Unreal 3 Engine licensed by Epic Games, Inc. The America's Army software cannot be used without the Unreal License. The Unreal Engine is a complete development framework for DirectX 10-equipped PCs, providing the vast array of core technologies, content creation tools, and support infrastructure required by top game studios, advanced visualization and simulation developers and creators of linear 3D animated content. The Army has licensed the Epic Unreal Engine to provide royalty free development and distribution of game-based simulation products for Army specific applications. Since this application is being developed for the Air Force, an additional royalty fee is required. This item is not available from GSA schedule sources. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 7 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed task order modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a separate competitive procurement.
