Description
NASA/GSFC intends to award a sole-source contract to The University of MichiganSpace Physics Research Laboratory (SPRL), pursuant to 10 U.S.C.2304(c)(1), Only OneResponsible Source, for the Phase B/C/D portion of the Neutral Gas and Ion MassSpectrometer (NGIMS) instrument development for the 2013 Mars Atmosphere and VolatileEvolution (MAVEN) mission. NASA/GSFC plans to award a Cost (No Fee) contract with anestimated two-year period of performance, based on a planned launch date of November2013. The Contractor shall provide (1) digital electronic designs, fabrication,assembly, test, and system integration of the NGIMS instrument controller and analogelectronics controller; (2) analog electronic layout, fabrication, assembly, test, andsystem integration for the high voltage power supplies and filament emission regulator;(3) support on the high quality factor radio frequency quadrupole analyzer circuitdevelopment and test; and (4) electrical systems engineering support. SPRL has theunique experience and expertise necessary to properly design, develop, and build NGIMScomponents. This unique expertise is based on SPRL's over 30 years of experience withdeveloping similar specialized instrument electronics for numerous other NASA missions,including Comet Nucleus Tour (CONTOUR), Sample Analysis at Mars (SAM), and LunarAtmosphere and Dust Environment Explorer (LADEE). With the highly constraineddevelopment schedule and the specialized nature of the components, SPRL is the only knownsource that can meet the MAVEN NGIMS schedule requirements. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. (localtime) on the response due date. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
