- THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The Food and Drug Administration, Jefferson Laboratories, in Jefferson, Arkansas, is seeking small business sources, including, service-disabled veteran-owned small businesses, HUBZone small businesses, woman-owned small business and 8(a) certified companies. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort. The government is seeking sources interested in the Architectural and Engineering services. If an individual firm cannot meet all the requirements, a teaming arrangement is encouraged and acceptable. The requirement will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type requirement which will require multiple disciplines as described below on projects conceived to repair, improve and remodel buildings, utilities, electrical energy audits, HVAC projects and other facilities. Asbestos removal and disposal may be included in some of these projects as a part of the demolition process. It is anticipated that the requirement will be for a base year plus four (4) option years with an estimated not to exceed amount of $7,000,000. The Architect-Engineer (A/E) shall provide all professional services to cover a wide range of architectural and engineering services including furnishing architectural, interior design, structural, civil, mechanical, electrical, electrical energy audits, HVAC projects and engineering services for the performance of planning, programming, surveys, studies, investigations, review of shop drawings, samples and equipment, and the preparation and development of reports, working drawings, specifications, cost estimates, other related documents and construction administrative services, but are not limited to: Preparation and development of Environmental Assessment (EA), Preparation and development of the project's Program of Requirements (POR), Preparation and development of diagrammatic (Conceptual) Design, Preparation and development of construction documents, sometimes in multiple packages for phased construction to include drawings, specifications, cost estimates, design analysis and calculations and other related documents, Performance of topographical survey services, Performance of geotechnical engineering services, Preparation of renderings and/or models, provide a full range of post design services, and Performance of other services that may be required. The firm will be responsible for cost concepts to be employed during study and design phases of specific task order projects include life-cycle cost, design-to-cost, value engineering. The design firm shall select the product and/or system after performing a life cycle cost analysis. The Architect-Engineer Engineering firm should be located in the Arkansas geographical area and/or its surroundings. It should be able to reach the NCTR campus within 3-4 hours of a meeting request. Again, a teaming arrangement is acceptable and encouraged. If a single firm is incapable of performing all of the requirements for the Architectural design to include both Mechanical and Electrical, we are also interested in receiving responses from A&E firms for either: a) Architectural Design only or b) Mechanical/Electrical Engineering design only. The associated North American Industry Classification System (NAICS) Code is- 541310- Architectural Services; Small Business Size Standard is $4.5 Million. Potential contractors must indicate business size, DUNS number and proof of any set-aside certification and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statements must provide enough information to determine if the company can meet the requirement and be no longer than 20 pages excluding set-aside certifications. Capability statements must reference similar work that has been performed by the contractor in the last three (3) years, a description of the firm's history including years in business, number of employees, and main disciplines of the firm and include the following: 1. Professional qualifications and recent specialized experience of the proposed staff and the firm's consultants to be assigned to this requirement. Only the team members who will actually perform major tasks under this project shall be listed. Qualifications should reflect the individual's potential contributions on this project. Discuss firms experience with repair and retrofit projects. 2. Capacity to accomplish the work in the required time frame, i.e., 120 days per delivery order typical. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. 3. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules, include a description of the work. If a teaming arrangement is contemplated describe how this approach will be handled and responsibility of each team member.
