Description
THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing Design-Bid-Build construction services for a New Base Entry Point and Road in the Camp Lejeune, North Carolina area. The magnitude of this construction project, P1382, will be between $25,000,000 and $100,000,000. This is a full and open competition. The appropriate NAICS Code is 237310. This will be a Design-Bid-Build (DBB), Lowest Price Technically Acceptable (LPTA) solicitation. When the actual solicitation is issued, full plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites. P1382 includes the construction of approximately 1.5 miles of 4 lane divided highway, and the construction/reworking of approximately 1 mile of a 2 lane roadway. The project includes the widening of approximately 2 miles of road from a 2 lane to a 4 lane road, including relocation of utilities. The work includes construction of a 2000 foot long bridge, 4 lane with walkway, crossing Northeast Creek including adjacent wet lands. The waterway varies from a shoreline to 6 feet deep water, so that temporary bridges will be required at the shore areas and barge construction for the open water area. The waters are protected from heavy weather action. The bridge is a concrete pile supported structure on caps and columns with a height over the water of between 8 and 16 feet. 72 inch bulb tee girders of 127 foot spans will make up the support system upon which a reinforced concrete deck will be placed. The work includes all drainage structures and grading, waste water handling and treatment facilities. There are borrow areas available on base within 1 mile of the work that can be developed for fill requirements. The use of rail service to the base and a laydown area for an asphalt batch plant will be available for contractor's use within 2 miles of the construction site. This is phase one of a three phase project. The approximate Solicitation Release Date is anticipated to be no later than mid April 2010, and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. All prospective offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations ad Certifications Application (ORCA) database (https://orca.bpn.gov ). Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
