Description
The Aviation Applied Technology Directorate (AATD) of the US Army Research, Development and Engineering Command proposes to procure two each SN3500 units to be used in flight instrument kits that display navigational data to the pilot of the AH-64D Apache helicopter. Also, a previously acquired SN3500 unit will be repaired at Sandel Avionics. The Aviation Applied Technology Directorate procured, installed, and qualified (flight tested) this add-on navigation and approach system to provide a near-term improved Instrument Flight Rules (IFR) / Instrument Meteorological Conditions (IMC) deployment capability for the AH-64D helicopter. The SN3500 is a vital component to this kit, as it is the primary display for the aircrafts precision approach and navigation during IFR/IMC flight. Market research has indicated that one company can meet this requirement. We intend to award a FAR Part 12 commercial order to Sandel Avionics, 2401 Dogwood Way, Vista CA 92081-8409, which is the only known distributor that can satisfy agency requirements. Sandel Avionics meets the qualification requirements for award. A single firm fixed price contract is anticipated. Delivery of these items is intended for AATD, Fort Eustis, Virginia, within 4 weeks of award. Inspection/Acceptance and FOB Point are destination, AATD, Fort Eustis, Virginia. This procurement will be solicited, evaluated, and awarded using FAR Part 12 procedures. This requirement is under the NAICS code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Specifications, plans or drawings relating to this procurement described are not available and cannot be furnished by the Government. Interested persons may identify their interest and capability by responding to this requirement and submitting a quote. Existing product literature generally available in industry should be submitted with your quote. All responsible sources that submit an offer will be considered. Alpha contracting methods with Sandel Avionics will be utilized. A solicitation document is not available. Submit inquiries regarding this procurement to the Aviation Applied Technology Directorate, Attn: Beth Chapman, 401 Lee Boulevard, Fort Eustis, Virginia 23604-5577. Points of contact are Beth Chapman at (757) 878-4827 or at beth.kay.chapman@us.army.mil and Linda Diedrich at (757) 878-3766 or at linda.diedrich@us.army.mil.
