Description
The USDA Forest Service, Humboldt-Toiyabe National Forest, intends to acquire by contract the reconstruction of Honeymoon Flat Campground (Upper and Lower Sites) in the Bridgeport Ranger District on the Humboldt-Toiyabe National Forest. Work will consist of: -Removing existing spurs, roads, utilities and other existing site amenities. -Realigning and reconstructing aggregate and asphalt roads, spurs, family units and parking areas. -Installing new site furniture, bulletin boards, fee tubes, culverts and curb stops. -Installing new tent pads and signs. -Constructing a new water distribution system including waterlines, valves, drains, and frost-proof hydrants. -Installing a new sewage holding tank adjacent to the host site unit. Optional items include: additional asphalt road, picnic tables, utility tables, pedestal grills, a vault toilet, solar lighting, bear boxes, site ID signs, fire rings, and concrete edger for family units. Estimated Magnitude: Between $500K and $1M The project is located in the Bridgeport Ranger District of the Humboldt-Toiyabe National Forest, Mono County, California, in Section 33, Township 4 N, Range 24 E. It is located approximately 8 miles southwest of Bridgeport, California. The project may be accessed from U.S. Highway 395 and Twin Lakes Road. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about April, 8 2010. The proposed period of performance for this project is 120 days with an estimated start date of 1 June 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
