- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-10-T-7249, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 335312 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award firm fixed price purchase for SOR CONVERTEAM SERVICE REP for the USNS ROBERT E. PEARY. Only services of an OEM CONVERTEAM SERVICE REP will be accepted. Any offers other than and CONVERTEAM OEM REP will not be accepted. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area with out proper authorization. 5.3THE USNS ROBERT E. PEARY ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORK ON THE ITEM. 5.4Prior to any work, systems effected by this contract shall be properly isolated and tagged out using approved lockout, tag out procedures. PEARY PPE ATTN: SYLVIA RANDOLPH (757) 443-3900 6.0QUALITY ASSURANCE REQUIREMENTS:None additional 7.0STATEMENT OF WORK 7.1Provide the services of a Certified Converteam representative to provide necessary material and perform the Harmonic Relay upgrade. 7.2All work shall be in accordance with applicable sections of References 2.1.1 thru 2.1.3. 7.3All Electrical work shall comply with IEEE Standard 45-Latest rev. 7.4Harmonic Filter Relay Upgrade. 7.4.1Upgrade the Harmonic Filter Unbalance Relays from Esta "3C" to Esta "3D”. Prior Harmonic relays are shown in references 2.1.2 and 2.1.3 as material marks FA158, FA178, FA 188 and material Code 071020019. There are Three (3) relays per harmonic filter and two harmonic filters onboard ship that require upgrades. 7.4.2As required, change all wiring leads on the back side of each Harmonic Relay accommodating the new unbalanced relay. 7.4.3Tech Manual Revisions: 7.4.3.1Provide validation that all parts in references 2.1.2 and 2.1.3 have revised to reflect updated parts list. 7.4.3.2Provide Two (2 ea) revised references electronically to the Port Engineer and Chief Engineer. Revised references shall include all ordering information required to replace and install upgraded components if so required in the future. 7.4.4Shipboard testing: 7.4.4.1Converteam tech rep shall fully test the new upgraded equipment and software. Testing shall include 3 days of dock trails and 2 days of sea trails. 7.5Manufacturer's Representative: Converteam Tech Rep. 8.0GENERAL REQUIREMENTS:None.
