Description
National Geospatial-Intelligence Agency (NGA) intends to extend to the Information Assurance (IA) Service contract, HM1571-05-C-0002, with Raytheon Intelligence and Information Systems, for up to three (3) additional option years until NGA Base Relocation and Closure (BRAC) relocation is fully operational and the BRAC related Automated Information Systems (AIS) are Certification and Accreditation (C&A) compliant at NCE, and associated decommissioning and security clean up at six existing facilities is completed. Authority for this sole source procurement is under 10 U.S.C. 2304(c)(1) and 41 U.S.C. 253(c)(1) as implemented in FAR 6.302-1. Services are deemed to be available only from the original source for the continued provision of highly specialized services and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Three main factors support the rationale for extending the current IA Services contract: BRAC Schedule Slip, C&A of BRAC Affected Systems, and Incumbent Expertise with years of practical experience of NGA mission and associated systems. The contractor will monitor, investigate, and support the activities and equipment needed to safeguard NGA computer infrastructure. The contractor will provide the necessary Operations and Sustainment (O&S) of the specialized equipment needed to provide this support. The IA contractor shall perform the functions and manage the programs, described below: • Program Management (PM) and Life Cycle Planning for the IA systems, • Intrusion Detection System (IDS)/Intrusion Prevention System (IPS) Program, • Information Assurance Officer Program (IAO), • Public Key Infrastructure (PKI) Program, • Technical Support Office (TSO) for the IA systems, • Vulnerability Assessment (VA) Program, and • Complete integration of these functions as a Computer Incident Response Team (CIRT) within IA supporting the NGA Mission. This is not a request for proposal. Firms that recognize they can perform the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer, and provide supporting evidence to the Contracting Officer within fifteen (15) calendar days after the date of publication. This information will be reviewed by the Government technical representatives for consideration for future requirements. The final determination by the Government to open this requirement to competition based on any information provided is solely within the discretion of the Government.
