Description
This "Sources Sought" Notice is being issued for informational purposes only and should not be construed as a solicitation or as an obligation on the part of the US Army Corp of Engineers Honolulu District. USACE Honolulu is seeking names, addresses and phones numbers of local companies in American Samoa, Guam, Hawaii, and Saipan, capable of conducting emergency power assessments, installations of FEMA provided generators, maintenance of these generators, retrieve the generators, and return generators to mission capable status. The contractor would be able to perform Preventive Maintenance, Servicing and Repairs of Government Furnished as well as possible Contractor Furnished Generators - Includes all labor, equipment, fuel, supplies, parts and materials, to include disposal costs, plus G&A and profit, to perform services described. The Contractor would provide all daily preventive maintenance necessary for ensuring continuous operation of the generator sets. The Contractor would have qualified personnel trained in power generator maintenance, to include all components of the generator set, perform this work. Each generator set would be maintained in accordance with manufacturer's specifications and recommendations. The Contractor would provide the Contracting Officer or authorized representative a Preventive Maintenance daily schedule. The Contractor would provide all provisions of this contract to additional government furnished generators from the time provided until the end of this contract. The Contractor would fill all generators with fuel to capacity daily, or more frequently as required to ensure continuous operation. Daily Maintenance •1) The contractor would perform daily operational checks which shall include, but not limited to, checking working-hour meter for operation, checking battery level, checking coolant, checking oil levels, checking fuel levels and filling all fluids to proper levels. In addition, the preventive maintenance personnel shall conduct a visual inspection of all external components (connections, hoses, belts, cables, etc) for serviceability and excess wear and tear and of the area around the generator set for signs of fluid leakage. •2) The contractor would complete daily check sheets. Daily check sheets shall be logged and documented showing date checked, hour meter reading and preventive maintenance personnel's initials. The Contracting Officer or authorized representative shall inspect to ensure proper preventive maintenance procedures are accomplished. All preventive maintenance documentation shall be furnished to the Contracting Officer or authorized representative by 1000 hours on the following day. •3) The contractor would insure that each Government Furnished generator set shall be serviced every 240 operational hours or as directed by the COR if manufacturer's recommended services can not be ascertained. •4) Service would include (at a minimum) changing oil, changing filters (oil, air, and fuel) at manufacturer's recommended interval or as directed by the Contracting Officer or authorized representative. Engine lubrication oil shall be equal to or better than the manufacturers specified brand and grade for operating under extreme environmental conditions. For Government Furnished generator sets, when filter(s) are replaced, date and hour meter reading shall be noted on the filter using a permanent marker and readable once installed. All other fluids shall be maintained in accordance with generator set manufacturer's recommendations. All fluids and contaminated fuel shall be removed promptly and properly disposed of in accordance with local and territory environmental disposal regulations. Maintenance Checks: Each generator would be operated and serviced in accordance with the following specific guidelines: General Structural System Checks: All generators would be inspected for cracks, dents, serviceable motor mounts, corrosion, mildew, and other damage that may affect serviceability. This includes ensuring that all doors and panels close properly and all latches and catches function correctly, all safety panels and associated hardware are installed properly, and all lifting and securing devices are installed properly and functional. Generator skids shall be serviceable (no broken wood or other hanging materials or loose hardware). All other hardware shall be inspected for security and serviceability. All minor discrepancies (loose wires, hoses, clamps and minor adjustments) shall be corrected to ensure system is in serviceable condition. Generator Loading and Transport: All diesel powered generators would be completely de-fueled during all loading, unloading, and transport operations. 5) Repairs The Contractor would be responsible for minor maintenance service repairs because of normal wear and tear. For Government Furnished Generators, the contractor would submit a cost estimate to purchase repair parts to the COR, who will verify the information and seek Contracting Officer approval to authorize the repair. Supporting documentation would be provided with invoices to support reimbursement. For Government Furnished generators, repair parts exceeding $3,000.00 is considered a major repair that requires Contracting Officer approval. In the event of a generator malfunction or breakdown, the Contractor would mobilize for a specific incident within thirty (30) minutes after notification of the problem by the COR. The contractor would immediately notify the COR of each malfunction or breakdown the Contractor discovers for instructions on how to proceed. DE-INSTALLING GENERATOR SETS The Contractor would l provide all equipment and personnel required to recover generator sets. Contractor would be capable of de-installing and returning said generator to the staging area within a maximum of 48 hours of receiving issuance of a written de-install work order from the COR to commence relocation or removal of generator set. The Government would prioritize the order for de-installation of generator sets. The Contractor would provide all equipment and personnel necessary to on-load and offload generator sets and associated fuel systems during recovery operations. NO SOLICITATION EXISTS, AND A FORMAL PROPOSAL IS NOT REQUESTED. THIS NOTICE IS INTENDED ONLY TO IDENTIFY SOURCES OF THE REQUIRED SERVICES. The Government does not intend to award a contract on the basis of this sources sought announcement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Interested vendors are requested to respond to this notice by April 16, 2010. The information about your firm shall be limited to no more than 10 pages.
