- NASA/GSFC has a requirement for 2-Dimensional Video Disdrometer (DVD) and RaindropOrientation Software. The Dimensional Video Disdrometer and associated software whichwill be used by NASA to conduct ground validation for the Global Precipitation Measuring(GPM) mission. The DVDs will have the capability to measure hydrometeor size spectra athigh temporal and spatial resolution. Software provided with the DVDs will have thecapability of measuring rain drop orientation. The DVDs measurements will be used toderive various atmospheric parameters, including precipitation mean mass diameter, rainrates, and retrieved radar reflectivity. The measured and derived parameters will be usedfor the development and validation of data product generation algorithms used as part ofthe Global Precipitation Mission. The algorithms generated with the help of the DVDs datawill be used at launch in the generation of global precipitation products. NASA/GSFC intends to purchase the items from Consulting in Electronics andMicroelectronics, Graz, Austria because this is only company according to NASAs researchthat distributes dimensional videos disdrometer and a rain disdrometer that meets thespecifications required for GPM ground validation requirements. No company in the UnitedStates can meet NASAs requirement. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 8 April 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note 'B'.The anticipated award date is on or about 30 April 2010. The North American IndustryClassification System (NAICS) code for this anticipated award is 334519.
