Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA),Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The Matrix Institute, 1850 Sawtelle Blvd., Suite 470, West Los Angeles, CA 90025. The purpose of this contract is to obtain The Matrix Counselor’s Treatment Manual currently includes 8 Early Recovery Skills Groups and 32 Relapse Prevention Group sessions, and is intended for use with both men and women. The tasks described below pertain to the Matrix Counselor’s Treatment Manual and are set up to 1) supplement the Early Recovery Skills groups, 2) prepare 10 entirely new Relapse Prevention Group sessions for use with women-only groups, and 3) collect qualitative feedback from counselors and participants about the new material in order to improve the final products. The new material should address issues of particular pertinence to women methamphetamine users, and should be able to accommodate the needs of culturally diverse women. The following issues, among others proposed by the contractor, should be addressed in the development of the new material: 1) the importance of relationships in the lives of women and on women’s substance use; 2) the prevalence of trauma, abuse and violence in the lives of women; 3) women’s specific psychological and psychiatric needs; 4) the importance and role of children, parenting and child safety; 5) women’s sexuality and sex for money/drugs in the context of methamphetamine use; 6) body image and weight loss in relation to methamphetamine use; 7) issues of pregnancy and methamphetamine use; 8) issues unique to adolescent girls; and 9) emotions and anger/rage related to methamphetamine use. The current Matrix Counselor’s Treatment Manual contains three general types of topics: cognitive, behavioral and emotional. The women’s adaptation will also include topics that fit into these three types of topics. The contractor shall be responsible for but not limited to the following: Task 1. Prepare a detailed outline of a proposed adaptation to the Matrix Counselor’s Treatment Manual The contractor will prepare an outline that describes in detail the proposed supplement to the existing Early Recovery Skills Groups and the 10 new Relapse Prevention Groups. The outline will address the topics described above, and will summarize the proposed content for each group. The summary of the supplemental material and each of the 10 sessions will be approximately 300 words. The contractor will submit the outline to the Government Project Officer (GPO) within 60 days after contract award. If changes are requested by the GPO, the contractor will submit a revised outline within 3 weeks of receiving feedback. Task 2. Develop the new material The contractor will prepare the new material including the content described in the agreed upon outline. The first draft is due to the GPO within 120 days. At that time, the contractor will also request feedback from 4-6 expert reviewers with expertise in the content areas, as identified by the contractor. A revised draft, addressing GPO comments, and the comments provided by the reviewers is due within 3 weeks of receiving feedback from the GPO and experts, but no later than 180 days from contract award. Task 3. Conduct a field review with counselors and participants about the new material. The contractor will undertake a limited field test of the new material using counselor and participant feedback. The field test will include 4 counselors working in 4 different treatment settings, and up to 8 participants, 2 from each of the 4 settings. In order to obtain feedback, the contractor will develop 2 discussion guides to solicit feedback about the material from the counselors and participants. The contractor will submit a draft copy of the discussion guides to the GPO in advance of the field test for her review. A summary report of the field test will be submitted to the GPO within 4 weeks of completion of the field test. The report will include any recommendations for revising the new material that result from the field test. Task 4. Submit a final version of new material The contractor will submit the final versions of the supplemental material for the Early Recovery Skills Groups and 10 new Relapse Prevention Groups, based on the GPO review, expert reviewers and the field test to the GPO within 300 days. Material will be in the final layout and design compatible with the existing Matrix Counselor’s Treatment Manual. If any changes are required after content clearance review at SAMHSA, the contractor will make the final requested changes. Task 5. Reports The contractor will submit two reports on the project: 1 report is due halfway through the project to report of progress to date, and the second report is due at the completion of the project to summarize the project and close out the project. Note: With the exception of the deliverable described in Task 4, all deliverables will be submitted electronically. The Task 4 deliverable will be delivered in electronic as well as in hard copy. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
