Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation, W91ZLK-10-T-0173 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-26. This requirement is a Total Small Business Set Aside. The associated North America Industry Classification System (NAICS) Code is 517410 and the Business Size Standard is $15,000,000. The Government contemplates award of a Firm-Fixed Price contract. Items requested shall be Brand Name or Equal in accordance with FAR 52.211-6 QTYITEM NAME MFG 31200 Series Auto-deploy satellite system w/ 4-Watt transmitter (BUC)iNetVu 35000 Series ControlleriNetVu 3Infinity 3100 ModemiDirect 3Installation hardware/mounting plateN/A 3On-site InstallationN/A 324 month iDirect service 3Mb/1Mb (CIR 2.04Mbps down, 1.02Mbps)N/A Delivery and installation dates are no later than June 2010 Salient Characteristics and Functional Elements: Contractor shall provide satellite equipment, hardware, tools and service plan(s) required to enable three mobile command post trailers with commercial internet. Hardware and equipment shall be mounted on a fifth-wheel or semi trailer. The satellite equipment/service is to provide iDirect commercial internet access at locations within the CONUS at the throughput rates specified below (AMC-4, Ku-Band No. America). There is no need to interconnect the three systems in any way, any interconnections will be tunneled over the internet. There is no requirement for an iDirect Hub and the Government does not currently own an iDirect Hub. Satellite equipment shall auto deploy and auto align to sky. Commercial internet shall include 3Mbps down, 1Mbps up (CIR of 2.04Mbps down, 1.02Mbps). Monthly limits on throughput shall be at least 10GB per month without degradation of speed or additional charges. Contractor shall provide commercial internet including WWW, email, IPSEC VPN, etc. The three mobile command post trailers will be independently deployed to various locations within the CONUS (United States). Contractor also shall provide professional installation of the receiving equipment and antennas at Aberdeen Proving Ground (APG), MD 21005. Contractor shall include Delivery/Installation time in quote Acceptance shall be at destination. Shipping shall be FOB Destination to Aberdeen Proving Ground, 21005. 52.211-6 -- Brand Name or Equal As prescribed in 11.107(a), insert the following provision: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation. (b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.
