- The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number N10PS18256 as a Request for Proposals (RFP) on behalf of the US Department of Air Force, Directorate of Strategic Planning (AF/A8). AQD anticipates awarding single or multiple Indefinite Delivery/Indefinite Quantity contract(s) to provide strategic planning services for the Directorate of Strategic Planning. The contract(s) will be awarded for a five year period. The potential aggregate total of all contracts over the term of each contract is $25,000,000. This is an acquisition for commercial services and will be conducted using the guidance in FAR 12. The applicable NAICS code is 541611, "Administrative Management and General Management Consulting Services". The small business size standard is $7.0 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. PURPOSE OF IDIQ: The contractor will provide technical and analytical support to AF/A8 for its organizational mission and activities to ensure effective Air Force Plans and Programs, Strategic Planning processes and products. In addition to technical and analytic support, the contractor will provide training, meeting and conference support and administrative support. SCOPE OF WORK: The contractor will assist the AF/A8 - Deputy Chief of Staff for Strategic Plans and Programs, by performing a wide range of technical research and analysis activities in support of its processes and products. The contractor will also provide technical and analytical support for the development, refinement, and articulation of strategic planning related issues and analyses. This effort will support a broad range of activities necessary to identify, coordinate, and advocate Air Force priorities for use across Air Force-wide programming and lower echelon planning activities. This IDIQ effort will provide AF/A8 with broad capabilities in a variety of technical and non-technical areas across many functions such as planning, programming, budgeting, operations, providing conference and workshop support for the senior leader and deputies advisory working group. This IDIQ will provide a full range of analytical, technical, and assistance services necessary to support the Air Force in developing strategic planning, programs, and studies by producing comprehensive and effective documents, papers, studies, presentations, analytic scenarios and modeling requirements, and to equip the Air Force Divisions with the information necessary to accomplish their priorities and goals. The information that is provided to the Divisions will assist in Air Force Senior Leadership decision making. This IDIQ is a vehicle for recurring Plans and Programs, Strategic Planning projects and activities using the most up to date commercial technologies and practices available. Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
