- RFI--Ground Surveillance Radar (GSR) Systems for Detection and Tracking of Personnel and Vehicles in U.S. Border Environments The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. DHS S&T's Borders and Maritime Security Division (BMD) supports the DHS S&T mission by developing and transitioning capabilities that are successfully demonstrated to improve the security of our nation's terrestrial and maritime borders. DHS/S&T/BMD is seeking information on commercial off-the-shelf (COTS) ground surveillance radar (GSR) systems capable of detecting, tracking and reporting the presence of personnel and vehicle traffic. DHS S&T is issuing this RFI to determine availability of these systems. Several of these devices may be selected for additional characterization. There is a need to provide wide-area situational awareness of human and vehicle traffic in the vicinity of the U.S. border. The focus of this request is identification of GSR systems capable of detecting, tracking and reporting human and vehicle movement in border environments, with an emphasis on areas where the radar will have to perform in the presence of windblown rain and foliage clutter, and with frequent target obscuration by foliage or terrain. Along with high probabilities of detection against targets of interest, there is a need for low false alarm rates. GSR systems will typically be collocated with camera systems to which they must provide cueing information to allow visual target identification.
