- Draft Statement of Objectives For Market Research Consideration The Department of State invites you to respond to this Request for Information (RFI) as a critical step in the process of acquiring contract support for systems engineering, design, development, and implementation of the Security Investigation Management System (SIMS). The Department has developed the attached Draft Statement of Objectives (SOO) for SIMS, and we are seeking industry expressions of qualifications and interest, as well as comments on the Draft SOO. Interested offerors are asked to provide responses organized as follows: Experience and qualifications relevant to the SIMS project as outlined in the Draft SOO. Describe successful recent projects similar in scope and complexity, including references with specific point of contact information. Discuss corporate capabilities and certifications such as ISO-9001 and CMMI Level 5, and indications of corporate depth of resources to make available for this project. High level technical and management approach to the project, indicating the types of products and technical solutions you envision for SIMS, your approach to rapid prototyping, and other techniques for working collaboratively with Department of State personnel. Your commitment to include qualified small and/or disadvantaged businesses on your team and the role you would have them play. Facility security clearance levels your firm has obtained, and currently has, or if your firm has no clearance information available please declare it in your response. Comments on the Draft SOO, noting whether it provides sufficient clarity for you to prepare a proposal. Also provide any questions we might address either in a revised SOO or in some other forum. Be sure to mark any data as proprietary.
