Description
INTRODUCTION The Naval Air Systems Command (NAVAIR), Aircraft Support Contracts Department Code 2.5.1.7 at Patuxent River, MD has a requirement to purchase a 140-160 ft. Offshore Supply Vessel (OSV). This is a sources sought as well as a mechanism for obtaining feedback from industry in regards to be general requirements as stated in synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. IT DOES NOT CONSITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. BACKGROUND In support of NAVAIR's mission, the Atlantic Targets and Marine Operations Division (ATMO) provides land, sea and aerial target services to the Navy and other Department of Defense (DoD) customers. Technical capabilities include underwater test article recovery, on-scene test range safety surveillance, and clearance of the Chesapeake Bay Test Range and the Atlantic Warning areas; and the operation of land, sea, and aerial targets. ATMO’s diverse customer base includes the NAVAIR, Naval Sea Systems Command (NAVSEA), Fleet Forces Command, Missile Defense Agency, U.S. Coast Guard, Foreign Militaries and others DoD agencies. ATMO provides more than $25M in project support each year with a workforce in excess of 175 personnel working at multiple sites along the east coast. NAVAIR and NAVSEA rely on ATMO’s surface vessels to support Test and Evaluation (T&E) and Fleet Training along the east coast. ATMO’s open-ocean vessels are utilized to support the following operations: •Launch and recovery of remote-controlled surface and aerial targets •Deployment of surface and underwater sensors/test assets •Deployment of explosives to support shock trials and Weapons Effects Tests •Dive/salvage operations •Open ocean “range” support in the Atlantic Warning Areas REQUIRED CAPABILITIES The ATMO’s will support Research, Development, Test & Evaluation (RDT&E), and FLEET customers at-sea for extended periods of time. The required capabilities are: Launch and Recover BQM-74 Aerial Targets Launch and Recover HSMSTs Launch and Recover Mines Launch and Recover PAX Pontoon Targets Launch and Recover Williams Sled Targets Recover BQM-34 Aerial Targets The Government will be solicitating bids for the purchase of an Offshore Supply Vessel (OSV), with the following requirements: a. Class: Offshore Supply Vessel (OSV) b. Hull Material: Steel c. Load Line Certificate: Current at time of sale d. Cruise speed Minimum: 10 knots e. Full Fuel Load Draft Maximum: 11 feet (No water ballast) f. Hull Age Between 10 and 20 years g. Length Overall (LOA) Maximum: 160 feet h. Length Overall (LOA) Minimum: 140 feet i. Number of berths Minimum: 14 berths j. Aft Deck Space Minimum: 2200 sq ft k. Engine Power: Diesel l. "Out of Water" documented survey of hull and machinery: in the past 3 years m. Aft Helm Station Installed n. Bow thruster Installed The overall condition of the offered OSV and its equipment will be evaluated on a 1-5 scale during a scheduled site visit by Government Representatives (1 being poorest quality and 5 being highest quality). Offeror will indicate the deficiencies (if any) listed in the most recent survey which has been fixed. Contract Type: Firm-Fixed Price ELIGIBILITY The applicable NAICS code for this requirement is 488390. The applicable Product Service Code (PSC) is 1925. Submission Details Interested business shall submit responses along with any questions, comments, or suggestions to Ms. Monique J. Responses to this SOURCES SOUGHT are due no later than 1100 (Local Eastern Time) on 7 April 2010 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Information and material submitted in response to this required WILL NOT be returned. Interested business shall submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the services listed in this Technical Description, which will be review and considered by the agency. Documentation should be in bullet format. All responses shall include the Company Name, Company Address, Company Business Size, and Point of Contact (POC) including name, phone number, fax number, and email address.
