Description
The National Wind Technology Center (NWTC) at the National Renewable Energy Laboratory (NREL) is soliciting qualifications from firms to provide Engineering-Construction and System Integration services for the 5 MW Dynamometer Spin Test Facility. NREL will select qualified firms from the RFQ to receive the Request for Proposal (RFP). RFQ requirements are noted later in this document. The release of the RFP is anticipated in August/September 2010. SCOPE OF WORK The intent of the RFP is to award a contract for Engineering-Construction and System Integration services for the 5 MW Dynamometer Spin Test Facility. The RFP for the project will be based off of bridging documents. The bridging documents will include approximately 50% design drawings, outline specifications and a preliminary systems integration plan. The documents will also include the conceptual designs for the specialized electrical and specialized mechanical equipment. The specialized electrical and mechanical equipment will include motor drives (variable frequency drives), dynamometer motor, gearbox, and non-torque loading system. The scope of work to be included in the RFP will include: •Complete the facility design, engineering and construction for civil, architectural, structural, mechanical/plumbing, electrical, fire detection and suppression, cctv, security, tele/data, “test-in-progress” notification and interlocks, overhead-crane, and other required specialty disciplines. This scope includes general building requirements as well as foundations and structural support for Government Furnished Equipment. •Installation of Government Furnished Equipment (GFE). GFE includes motor drives (variable frequency drives), dynamometer motor, gearbox, and non-torque loading system. A full list of GFE will be included with the RFP. •Systems Integration of the specialty electrical and specialty mechanical equipment. This will include design and installation of all interfaces between the GFE noted above and between the GFE and the general building services. FACILITY DESCRIPTION The purpose of this project is to construct a facility to increase NREL’s testing capabilities for wind turbines. The facility will house custom built and complex research equipment to test and certify wind turbines for our industry partners. The building may pursue a LEED Certification (actual level TBD). The building will be located at the National Wind Technology Center, 18200 Highway 128, Golden, Colorado in Jefferson County. The facility is currently estimated to be $10,000,000 including Government Furnished Equipment. The existing dynamometer building at the National Wind Technology Center (Building 255) consists of a 50’ x 80’ high bay pre-engineered metal building (PEMB) with a 20’ x 80’ control and support building connected to the high-bay. The concepts for the new facility that are being considered are to add on to the existing high bay PEMB or locate a new, stand alone PEMB near the existing dynamometer building. An additional control and support building will be added to the new facility. The new PEMB is anticipated to need a 125 ton overhead bridge crane in. It is anticipated that the project General Building design and construction can start in advance of the Research Equipment Support. See work delineation below. General Building The general build work includes site work, foundations, structural systems, building envelope, mechanical, electrical, plumbing, fire-suppression, life safety, communication/data, security system, bridge crane, and interior finishes required for the PEMB and control room. Research Equipment Support The research equipment support includes foundations and structural systems, high-bay floor, specialized mechanical, specialized electrical, test article support, access for routing of controls and hydraulics, and systems integration. The specialized electrical and mechanical equipment will include motor drives (variable frequency drives), dynamometer motor, gearbox, and non-torque loading system. The floor in the existing dynamometer high bay consists of 5’ thick slabs-on-grade with electric and hydraulic line trenches, concrete equipment pedestals and recessed bay cast metal plate. The loads placed on the floor/pedestals will be in the 100-200 ton range. Similar construction is expected in the new facility. QUALIFICATION CRITERIA This is a significant project for the Department of Energy, The National Renewable Energy Laboratory, the National Wind Technology Center and NREL’s Industry Stakeholders. Please demonstrate your firm’s ability to perform the RFP Scope of Work noted above through the requirements and examples requested in items 1 through 7. There are several project examples being requested. If a project meets more than one requirement it only needs to be included one time. Please ensure your response addresses all the requirements requested. The requirements below are listed in order of importance, 1 being the most important. 1.Environmental, Safety & Health, Quality Requirement NREL and the NWTC are looking for companies with industry leading quality and safety programs and safety performance records to engineer, integrate and construct the 5 MW Dynamometer Spin Test Facility. Evaluation Criteria 1.Please provide your company’s safety rates from the past three years for the following items: a.Experience Modification Rate (EMR) b.Days Away, Restrictions and Transfers Rate (DART) c.Total Recordable Case Injury and Illness Incidence Rate (TRC) 2.Please provide the following information: a.Record and Description of OSHA Citations from 2004-2009 b.Workplace fatalities 2004-2009 c.Participation in Safety Excellence Programs such as OSHA VPP d.Receipt of nationally recognized safety awards (e.g. AGC Construction Safety and Excellence Award) 3.Please provide a summary of your firm’s Quality Assurance Plan. Describe your firms approach for incorporating QA from the design phase through to facility start-up. Indicate how tracking, reporting, inspection and verification are handled for the QA Plan. 2.Personnel Requirement NREL and the NWTC are looking for subcontractors that can provide experienced staff that have been involved with projects similar to the 5 MW Dynamometer Spin Test Facility. Staff proposed should have extensive experience with the facility types and building components noted in Qualification Criteria 5. Please highlight the proposed staff’s work on the projects shown in Qualification Criteria 3, 4, 5, and 6. Evaluation Criteria 1.Please provide an organization chart indicating reporting responsibility through to the National Renewable Energy Laboratory Project Manager. 2.Please provide resumes for the following positions: •Project Director (primary project contact) •Safety Manager (assigned full time to project) •Quality Assurance Representative •Construction Project Manager •Construction Superintendent •Design Project Manager •Design Engineers For each resume provide •Position •Education (and/or years in Industry) •Professional Certifications •List projects personnel has worked on from Qualification Criteria 3, 4, 5 and 6 or projects that have similar elements to the 5 MW Dynamometer Spin Test Facility and what role they performed •Three references from projects listed Note: Please provide 2 alternates for any staff proposed that cannot be guaranteed to the project at this time 3.Engineering-Construction Project Experience Requirement NREL and the NWTC are looking for subcontractors with extensive experience with Engineering-Construction, Engineering-Procurement-Construction, or Design-Build contract delivery to engineer, integrate and construct the 5 MW Dynamometer Spin Test Facility. Evaluation Criteria Provide five example projects completed, or that are in progress, during the last seven years using Engineering-Construction, Engineering-Procurement-Construction, or Design-Build project delivery methods. Please include: Project Name, Owner's Representative Name and Contact Information, Project Description, Subcontractor's Role on the Project, Similar Elements to the 5 MW Dynamometer Spin Test Facility, Initial Contract Value, Final Contract Amount, Planed and Actual Project Duration, and any OSHA Violations on the Project. Each project example should include photographs or other relevant documentation to illustrate the project. 4.Systems Integration Project Experience Requirement NREL and the NWTC are looking for subcontractors with extensive experience performing Systems Integration. The Systems Integration scope for the 5 MW Dynamometer Spin Test Facility is defined as: •Prepare a complete Systems Integration plan •Installation of Specialty Electrical Equipment (Variable Frequency Drives) •Installation of Specialty Mechanical Equipment (Motor, Gearbox, Non-Torque Loading Systems) •Design and installation of all service interfaces including electrical, mechanical, hydraulics, etc between the: Specialty Electrical Systems and General Building Systems Specialty Mechanical Systems and General Building Systems Specialty Electrical Systems and Specialty Mechanical Systems Evaluation Criteria Provide five example projects completed, or that are in progress, during the last seven years where the subcontractor's scope included Systems Integration. Please include: Project Name, Owner's Representative Name and Contact Information, Project Description, Subcontractor's Role on the Project, Similar Elements to the 5 MW Dynamometer Spin Test Facility, Initial Contract Value, Final Contract Amount, Planed and Actual Project Duration, and any OSHA Violations on the Project. Each project example should include photographs or other relevant documentation to illustrate the project. 5.Project Type and Building Component Experience Requirement NREL and the NWTC are looking for subcontractors with extensive experience designing, engineering, integrating, and constructing facilities that are similar to the 5 MW Dynamometer Spin Test Facility. We are looking for firms that have experience with custom fabricated research equipment, heavy industrial equipment, custom structural supports for large equipment, high bay and materials handling. Similar facilities include: •Testing Facilities •Power Plants •Facilities Housing Heavy Rotating Equipment •Industrial/Manufacturing Facilities •Research and Development Facilities •Department of Energy, National Laboratory or Federal Facilities – for the project types noted directly above Similar building components include: •Dynamometers •Other heavy Rotating Equipment •Custom Industrial /Research/Test Equipment •Medium Voltage Systems (13.2 kV) •Large Concrete Structures, Pedestals and Footings (large volume monolithic pours) •Custom Structural Steel Equipment Supports •Hydraulic Systems •Variable Frequency Drives Evaluation Criteria Provide five example projects completed, or that are in progress, during the last seven years of facilities from the types noted above and including the building components noted. Please include: Project Name, Owner's Representative Name and Contact Information, Project Description, Subcontractor's Role on Project, Similar Elements to the 5 MW Dynamometer Facility, Initial Contract Value, Final Contract Amount, Planed and Actual Project Duration, and any OSHA Violations on the Project. Each project example should include photographs or other relevant documentation to illustrate the project. 6.Energy Efficient Design Requirement NREL and the NWTC are looking for firms with experience designing, engineering, integrating, and constructing facilities to meet energy efficient goals. It is anticipated that the 5 MW Dynamometer Spin Test Facility will be designed to meet 30% less than ASHRAE 90.1 guidelines and achieve LEED Certification (level TBD). This design requirement will likely exclude research loads. Evaluation Criteria 1.Provide a list of all projects completed seeking or receiving LEED certification of any level. Indicate your firm’s role - Design, Construction, Energy Consultant, etc. 2.Highlight three projects and discuss how your firm addressed reducing energy requirements. Preference will be given to facility types described in Requirement 5, but please submit any relevant example. NREL will look for creative ways to address the energy requirements of the research loads. Please include: Project Name, Owner's Representative Name and Contact Information, Project Description, Subcontractor's Role on Project, Similar Elements to the 5 MW Dynamometer Facility. Each project example should include photographs or other relevant documentation to illustrate the project. 7.Company Requirement NREL and the NWTC are looking for industry leading subcontractors with the experience, financial stability and capacity to design, construct and integrate the 5 MW Dynamometer Spin Test Facility to allow us to meet the requirements of our Industry Partners. Evaluation Criteria 1. Provide the location of Corporate Headquarters and indicate which office will manage the NWTC Project 2.Provide Bonding Capacity Letter from Surety indicating the capacity to bond the project during 2010, 2011 and 2012 (For the lead firm if the proposer is a team of multiple firms) 3.List legal proceedings and outcomes from the previous 5 years 4.If the proposer is comprised of multiple firms please indicate the following: •Which firm is the lead company •Provide a list of previous projects completed as a team in the past 10 years. •Indicate staff proposed that have worked together on previous projects 5.Provide one (1) copy of audited financial statements (or annual reports with similar data) for the last 3 years in a separate sealed envelope. Envelope shall be noted as confidential and indicate Company Name, NREL Primary Point of Contact and RFQ Number on the outside SUBMISSION REQUIREMENTS Please limit response to fifty (50) pages. Please organize the response with tabs/dividers to match the format of items 1-7 above. Cover/Introduction Letter, Company Information (Qualification Criteria 7) and financial statements are not included in the 40 page total. Provide ten (10) hard copies and one electronic copy (PDF).
