- The U.S. Dept of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to L-3 Communications Datron Advanced Technologies, 200 W. Los Angeles Ave, Simi Valley, CA 93065-1650. Only one responsible source is available to satisfy the agency requirement, NEEB2000-10-08030 for the repairs of the following equipment manufactured by L-3 Communications Datron Advanced Technologies. Items to be repaired: L-3 Communications Datron Advanced Technologies Tracking Receivers Part number 129551-102 SN 1036 Part number 129551-102 SN 1016 Part number 129551-102 SN 1015 Part number 129551-105 SN 1041 These tracking receivers constitute a custom system for the 13Meter antennae at the Wallops Command and Data Acquisition Station, Wallops Island, VA 23337. This antenna system tracks RF satellites to receive data used by environmental and weather forecasters enabling them to provide critical information which results in the preservation of lives and property. Should this procurement be delayed, the ability of Wallops CDA Station to provide weather forecasting data would be severely compromised. The POES 13M antenna system is complex and is comprised of state-of-the-art transmission and receive hardware, software, positioning and control systems that are proprietary to this manufacturer. L-3 Communications Datron Advanced Technologies, as the supplier and manufacturer, maintains complete descriptions and specifications for the tracking receivers being repaired and is the only available supplier for this service. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. This proposed contract action is unrestricted and is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 (c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 12pm, EST, March 29 th, 2010 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
