Description
This solicitation is hereby extended through March 24, 2010 at 9:30 A.M. Japan- time. For those proposals already received, the offeror must state via email to mary.harding@pac.dodea.edu no later than 5:00 P.M. on March 23, 2010 whether it will submit a revised proposal as a result of this new amendment and new conformed solicitation. All Revised Proposals must be emailed to mary.harding@pac.dodea.edu by 9:30 A.M. on March 24, 2010. THIS REQUIREMENT IS FOR THE DESIGN, INSTALLATION, REMOVAL, DISPOSAL, REPAIR AND MAINTENANCE OF PLAYGROUND EQUIPMENT AND TILES AT DODEA KOREA SCHOOLS. THE GOVERNMENT MAY AWARD MORE THAN ONE (1) CONTRACT AGAINST THIS SOLICITATION. SECTION B - 'MAXIMUM QUANTITY' REFERS TO THE NOT-TO-EXCEED AMOUNT THE GOVERNMENT MAY ORDER AGAINST THE CONTRACT LINE ITEM (CLIN). THE MAX QUANTITY AMOUNTS SPECIFIED IN THE SOLICITATION ARE IN U.S. DOLLARS. FOR EXAMPLE, IF THE MAX QUANTITY IS 300,000, THIS MEANS THAT THE GOVERNMENT CANNOT ORDER MORE THAN $300,000 AGAINST THAT PARTICULAR CLIN. SECTION B - THE OFFEROR DOES NOT NEED TO INPUT A PROPOSED PRICE FOR THE CLINS. EACH CLIN HAS A NOT-TO-EXCEED AMOUNT. THUS, THE ONLY PRICE THE OFFEROR NEEDS TO SUBMIT WITH ITS PROPOSAL IS THE PROPOSED PRICE OF THE SEED PROJECT ALONG WITH THE PRICE BREAKDOWN OF THE SEED PROJECT. SECTION B - 'MAINTENANCE' DOES NOT ENTAIL A PERIODIC MAINTENANCE SCHEDULE OR REQUIREMENT. ANY MAINTENANCE TO BE ORDERED SHALL BE SPECIFIED IN THE TASK ORDER. SECTION C - PERFORMANCE WORK STATEMENT: UPON RECEIPT OF CONTRACT AWARD, THE CONTRACTOR SHALL BEGIN WORK ONE (1) DAY AFTER AWARD IN ORDER TO BEGIN PROCURING THE PLAYGROUND EQUIPMENT AND TO AVOID DELIVERY AND CONSTRUCTION DELAY. SECTION L - SUBMITTAL REQUIREMENTS - SEED PROJECT: THE OFFEROR SHALL PROVIDE A PRICE PROPOSAL WITH A DETAILED PRICE BREAKDOWN. THIS REQUIREMENT WAS INADVERTENTLY EXCLUDED FROM THE SUBMITTAL REQUIREMENTS OF SECTION L OF THE SOLICITATION. SECTION M - BASIS OF AWARD: THE PRICE PROPOSAL FOR THE SEED PROJECT SHALL BE EVALUATED FOR PRICE REASONABLESS AND REALISM. THE GOVERNMENT WILL ACCEPT EMAILED PROPOSALS IN ADDITION TO THE HARD-COPY PROPOSAL SENT VIA EXPRESS OR REGULAR MAIL. EMAILED PROPOSAL MUST BE RECEIVED BY DEADLINE DATE OF 22 MARCH 2010, AND MAILED PROPOSAL PACKAGE MUST BE RECEIVED NO LATER THAN 23 MARCH 2010 TO PRECLUDE DELAY OF EVALUATION AND AWARD PROCESS. PROPOSALS SHOULD BE EMAILED TO MARY HARDING AT mary.harding@pac.dodea.edu, SINCE CONTRACT SPECIALIST, MS. ROBIN BOYD, IS OUT OF COUNTRY THROUGH 02 APRIL 2010. THE ABOVE INFORMATION, AS POSTED ON FEDBIZOPPS HEREIN, CONSTITUTES AN AMENDMENT TO THE SOLICITATION. The Department of Defense Education Activity (DoDEA) Pacific is issuing this synopsis to attract interest amongst prospective contractors to compete for a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to perform playground equipment design, removal, disposal, installation, repair and/or maintenance for DoDEA Korea District schools. The contractor shall furnish playground equipment and rubber safety tiles as specified in individual task orders issued against the IDIQ contract, which will be awarded approximately April - May 2010 timeframe. Site layout and photos shall be provided by the Government. Playground equipment and safety tile colors and/or specifications shall be coordinated with the Government prior to shipment of material to destination. Playground equipment will be International Play Equipment Manufacturers Associations (IPEMA) certified to ASTM F1487, Standard Consumer Safety Performance Specification for Playground Equipment for Public use. The school district presently consists of five (5) schools located in different areas in Korea, but the number of schools may increase in the out years. Projected contract period of performance start date: on or about May 2010. This shall be a competitive, unrestricted, tradeoff source selection procurement in accordance with FAR 15.
