- On a SOLE SOURCE basis, and under the authority of Section 6.302-1 of the Federal Acquisition Regulation (FAR), the U.S. Department of Transportation, the Research and Innovative Technology Administration (RITA), the Bureau of Transportation Statistics’ (BTS), and the National Transportation Library (NTL), located at 1200 New Jersey Ave. S.E. Washington, DC 20590, intend to award a SOLE SOURCE contract to LRP Publications (LRP) for cyberFEDS®, the online Legal Publication, for the following DOT Modes: The Maritime Administration, The Federal Railroad Administration and RITA. It is believed that LRP is the only source for cyberFEDS® and that no other type of services will satisfy the Agencies’ requirements. cyberFEDS® keeps federal professionals up to date on the rapid changes in the federal government. cyberFEDS® helps employees stay on top of the ongoing changes with daily news coverage and a timeline of changes written by experienced federal human resource journalists. New documents are added as soon as they’re available and current. cyberFEDS® documents and features are constantly reviewed and amended to make sure that readers get the most accurate guidance available. A subscription to cyberFEDS® on the Web includes: •Department/Agency Personnel Documents •Classification/Qualification Library (includes FPMs) •EEO Library (EEOC) •Labor Relations Library (FLRA and arbitration awards) •Employee Relations Library (MSPB) •Pay & Benefits Library (Comptroller General) •Workers’ Compensation Library (ECAB decisions available at an additional charge) •Forms Library •News Archive •Online Conferences •cyberFEDS® Roundups •cyberFEDS® Case Central •Online User’s Guide •Quick Start Guides •Checklists Plus+ cyberFEDS® also gives instant access to: oA Guide to Federal Labor Relations Authority Law and Practice, 2006 by Peter Broida oA Guide to Merit Systems Protection Board Law and Practice, 2006 by Peter Broida oA Guide to Federal Sector Equal Employment Law and Practice, 2006 by Ernest C. Hadle All of the features listed above are required by the Agencies named above. HOWEVER, any person or any organization (other than LRP Publications) which believes that it is capable of fully meeting the Agencies’ requirements as described above, and capable of meeting those requirements at the high level of quality indispensable to the Agencies, may e-mail a Statement of Qualifications to james.mowery@dot.gov not later than 4:15 PM Eastern Standard Time April 9, 2010. Even if such a Statement of Qualifications did succeed in proving the capabilities of the submitter, it would not necessarily win any contract for the submitter, because the submitter then would have to compete for the contract on the basis of quality and comprehensiveness and usability of product, on price, and on past performance.
