- RECOVERY - The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the Division of Intramural Research (DIR), Genetics and Development Biology Center, Electron Microscopy Core Facility, intends to award a single fixed price purchase order for the purchase of a JEM 1400 Transmission Electron Microscope and accessories, in accordance with the procedures for acquiring commercial items authorized in FAR Part 12. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-38 (12/10/2009). The procurement is being conducted on a non-competitive restricted basis, with no set-aside restrictions. The North American Industry Classification (NAICS) Code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute to procure the following system from JEOL USA, Inc. 11 Dearborn Drive, Peabody, MA 019650. The Government=s anticipated delivery date is six (6) months after receipt of purchase order. a.Computed tomography capacity to generate high resolution d-dimensional reconstructions at the macromolecular up to the fine subcellular level of resolution. Computed tomography can reveal structures and relationships not apparent by other techniques b.Time-saving capability to store and rapidly access operation settings for different users and applications c.Low magnification, high contrast imaging with a wide field of view to facilitate area selection for higher magnification viewing and for acquisition of low magnification images for analysis. d.Automated montage generation, which is very useful for morphometric studies and can save many hours of user time e.Automatic adjustment of brightness with magnification changes, making viewing and image acquisition more efficient f.Multiple exchangeable specimen rod tips, allowing exchange of specimens without disturbing orientation for re-examination of specimens, and 5-specimen holder for rapid specimen comparison g.Lab6 filament, which has greatly increase lifetime, minimizing down-time for filament changes. h.Must offer installation support and training of SerialEM and IMOD through the JEOL APPs Division for a total of one (1) week (five (5) business days including travel). The sole source determination is based on the fact the National Institute of Health (NIH) serves as the nation’s premier research arm for biomedical study. The purpose of the EM Core Facility is to provide advice, technical services and training to NHLBI scientists when their projects call for electron microscopic analysis. In the 3.5 years since the inception of the NHLBI Electron Microscopy (EM) Core Facility, the volume and scope supported projects has increased several-fold, as has the number of transmission EM (TEM) users who are not EM Core staff. In the past year, the Core has supported 26 different projects for 17 NHLBI principle investigators. There are 7 current user of the TEM in addition to the 3 Core staff. The JEOL TEM in the EM Core is the workhouse of the core. More than 90% of data from the EM Core is generated on this TEM. It is a JEM-1200EX that was purchased in 1988 and at some point in the next several years, service will become a problem. Although still operational, it lacks certain features offered by the current model JEOL TEM, the JEM-1400. These features would greatly increase the ease and efficiency of operation and the range of technical capabilities. FAR Provisions apply to this acquisition are:1) FAR Clause 52.212-1 Instructions to Offerors Commercial Items (JUN 2008) 2) As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. Commercial Items; 3) FAR Clause 52.212-4, (SEPT 2009) Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. 5) FAR Clause 52.225-5, Trade Agreement (AUG 2009), 6) FAR Clause 52.225-6, Trade Agreements Certificate (JAN 2005). PLEASE NOTE THAT THE ADDITIONAL FAR CLAUSES, APPLICABLE TO ARRA, WILL BE INCORPORATED IN ANY RESULTANT CONTRACT: 52.203-15, Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009 (MAR) 2009) and FAR 52.204-11. American Recovery and Reinvestment Act- Reporting Requirements (MAR 2009). Other provisions/clauses may be incorporated into the contract, as necessary. This notice of intent is not a request for competitive quotations however; all responses received within five (5) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based on the results of the source sought posted on 2/26/2010. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Quotations will be due five (5) calendar days from the publication date of this synopsis or by March 27, 2010, 7:30am Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HL)-2010-116-DDC.
