- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cellular Biology plans to procure on a sole source basis with Gatan Inc.; 780 Commonwealth Drive; Warrendale, PA 15086-7521 for maintenance services on the following Government owned instruments: 890.PMP.1 Standard UltraScan (s/n 01102601); 850.PMP.1 Standard GIF (s/n 01102301); 895.PMP.1 Standard Ultrascan (s/n 04093001). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 811219 and the business size standard is $7M employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. Modern Electron Microscopes such as the three Tecnai series microscopes are manufactured by FEI Company and currently installed in the Laboratory of Cell Biology at the National Cancer Institute (NCI). These highly complex instruments require continuous servicing by qualified engineers since they encompass high vacuum components, electromagnetic lenses, charge coupled device (CCD) cameras and pneumatic systems all integrated into computer controlled access to the various microscope functions. Each of the three microscopes has its own CCD Camera with the Polara microscope having an additional CCD camera as part of the Gatan Imaging Filter (GIF). Because of the special nature of the CCD technology these cameras and the GIF are independently serviced by Gatan Inc. engineers only. The cameras and the GIF need to be periodically aligned within the FEI electron microscopes and recalibrated with respect to their sensitivity to the electron dose. There is a complex level of digital access to the FEI microscope and its CCD Cameras and GIF permitted only to the qualified Gatan service engineers. Gatan certified service engineers are trained in all aspects of service to the electron microscope CCD cameras and GIF and are authorized solely to service these instruments. The warranty on the microscope, CCD cameras and the GIF is guaranteed only if service is provided by Gatan Engineers. Therefore no company other than Gatan can provide the service for the Gatan CCD cameras and the GIF. It is therefore imperative that each of the four (4) CCD cameras and the GIF are serviced through the proposed source. The proprietary software controlling the electron microscope, CCD Cameras and the GIF are continually upgraded and must be completed by qualified Gatan service engineers only. For these reasons, there is no other source known to the NCI capable of providing service to the specified equipment. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 6, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above.
