- Description
- The Internal Revenue Service (IRS) has a requirement for a consolidated contract for armed security guard services at four sites. These are the Andover Campus, Brookhaven Campus, Covington Campus and Memphis Campus. The contractor shall provide all management, supervision, staffing, equipment and supplies as necessary to provide armed guard services. Site 1-Andover The IRS Andover Campus is located at 310 Lowell Street, Andover, MA, and its offsite facility located at 96 Milk Street, Methuen, MA. The IRS Andover Campus serves as a customer services call in site. Located onsite at the IRS Andover Campus is a Child Care Center and Federal Credit Union. The IRS Campus is 400,207 square feet, one story facility, located on approximately 24.44 acres. There are approximately 876 employees working at the Campus. The facility is operated 24 hours a day, 7 days a week, and 365 days a year. The off-site location in Methuen, MA, is a 135,000 square foot, one story facility with a mezzanine, located on approximately 6.39 acres. There are approximately 555 employees working at this off-site facility. The facility is operated 24 hours a day, 7 days a week, and 365 days a year. Site 2-Brookhaven The Brookhaven IRS Campus serves as a customer service and taxpayer compliance site for Federal tax returns. The Brookhaven IRS Campus is located in Holtsville, New York, which is approximately 50 miles east of New York City. It includes the facility located at 1040 Waverly Avenue, Holtsville, an off-site facility located at 5000 Corporate Drive, Holtsville, and an offsite facility located at 1 Corporate Drive, Holtsville. Main Site at 1040 Waverly Ave. This facility is a 550,000 square foot complex comprised of five interconnected buildings on one level. It is situated on a sixty-seven acre site with parking for approximately 2300 cars. Approximately 3,000 persons are employed at the site during peak season. Off-Site at 5000 Corporate Drive – This off-site COIC complex is defined as a second story space of approximately 46,000 square ft, leased by the Internal Revenue Service within a two story building at 5000 Corporate Drive, which is located about one mile from the main site. The site is situated on approximately 18 acres and has parking for 1300 vehicles. Advocate Service and AWSS complex is defined as approximately 52,948 square feet of first floor space in this single story. This building has only a dayshift which starts at 6am and with flexible work schedules ends around 5pm. Site 3-Covington This consists of the following four sites: Cincinnati Submission Processing Center (CSPC), 200 West Fourth Street Covington, Kentucky. The IRS Occupies 378,000 square feet in a 1 story building on 18 Acres, The purpose of this site is to process federal tax returns. The number of employees is 3000 peak & 1570 non peak with the hours of operation being 24-7. Gateway Center (GWC), 333 Scott St. and Gateway Center West (GWCW) 300 Madison Ave. Buildings are connected on each floor. The IRS occupies 369,224 square feet in 5 floors of office space, 3 floors of parking and 1on 0 Acres. The purpose of this site is customer service call site and processing of federal tax returns. The number of employees is 2500 Peak & 2200 Non-Peak with the hours of operation being 24-7. Files Retention, 7125 Industrial Road, Florence, KY. The IRS occupies 167,939 square feet in a 1 story on 15.5 Acres. The purpose of this site is storage. The number of employees is 500 peak & 300 non-peak, with the hours of operation being M-F 6am - 6pm with frequent work on weekends. Annex Building, 7940 Kentucky Drive Florence, KY., The IRS occupies - 81,603 square feet in a 1 story on 9.2 Acres. The purpose of the site is storage. The number of employees is 250 year round with the hours of operation 24 hours per day from Monday at 6am until Saturday 6am with occasional work on weekends Site 4 The Memphis Internal Revenue Service Center (MIRSC) and Enterprise Computing Center-Memphis are located at 5333 Getwell Road, Memphis, Tennessee. MIRSC serves as an Accounts Management and a Compliance Center for Federal Taxes in addition; this facility houses a computing center ECC-Memphis. Additional business or organizations located onsite at MIRSC are a Child Care Center, Credit Union, Health Unit and Cafeteria. MIRSC is a campus-style environment located on approximately 130 acres consisting of eleven (11) individual single story buildings whose aggregate total of gross square footage is approximately 967,197 ft,. There is a 1.2-mile loop road around the facility within the interior security fence line, and eight parking lots capable of accommodating approximately 5,000 vehicles. There are approximately 2,700 employees working at this location at peak, and it is a 24-hours per day, seven (7) days per week, 365 days a year operation. The IRS has made a determination to set this aside as a completive 8(a) best value procurement. The cognizant district office will assure eligibility of the successful offeror. The NAICS for this acquisition is 561612. It is anticipated that the period of performance will begin October 1, 2010, with four additional option years included. Award will be made to that offeror whose proposal contains the combination of criteria offering the best overall value to the government in accordance with FAR Part 13 pursuant to this being a full and open competition among 8 (a) firms. This will be determined by comparing differences in the value of the technical features with differences in the offeror's’ prices. In making this comparison the government is more concerned with obtaining superior technical features than with making an award at the lowest overall price. The criteria are presented in descending order of importance. They are: 1) Past Performance, 2) Qualifications, 3) Plan of Accomplishment and 4) Phase –In.
