Description
Sources Sought and Request for Information Vietnam War Commemoration Website This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition and Procurement Office (A&PO) is issuing this notice to obtain information to assist us in determining the appropriate acquisition method to procure an innovative state of the art website to include development/design, implementation and hosting/support services for the Vietnam War Commemoration Commission. This website will be the focal point of the 50th Anniversary of the Vietnam War. The website will be one of the first points of reference for interested or motivated parties looking for general or specific information on the program. The website will serve as a source of information and educational materials; a portal for requesting materials and support; a source to cross reference events by date, campaign, unit, location, etc.; an online store for purchasing commemorative items; a fundraising tool and a social networking medium. The specific objective of this acquisition is to obtain a dynamic, state-of-the-art, user-friendly, informative flagship website, applying the best commercial industry standards, that incorporates/captures the legacy of those that fought for democracy. The anticipated total period of performance for this requirement is five (5) years, a base year, and four (4) one-year options. Services are to commence no later than July 2010. To this end, we are seeking the following information from contractors that are in the SBA 8(a) Program under the North American Industry Classification System (NAICS) code 541511 with a size standard of $25.0 million. In addition, please indicate if you are also a service-disabled veteran-owned company. •Relevant Corporate Experience: Provide information that demonstrates the extent of your corporate experience performing the same or similar work during the last three (3) years. •Demonstrated understanding of requirement •Ability to develop and prepare/provide a clear and concise performance work statement (PWS) based on the requirements herein •Unique or innovative ideas/concepts •Rough order of magnitude which details the initial implementation during the base year and maintenance/support throughout the remaining four (4) option years In addition, please provide comments/recommendations regarding the following: 1.Draft statement of work statement: 2.Reasonable timeframe for launching a complete and useable website after award 3.Problems, challenges or concerns during contract performance INFORMATION SUBMISSION INSTRUCTIONS: Your response to this notice is limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum) and should also include an indication of current small business status; this indication should be clearly marked on the first page of your response (preferable placed under the eligible small business concern’s name and address) as well as the eligible small business concern’s name, point of contact, address and cage code. All responses to this SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Isaac Bellamy, Contract Specialist, at isaac.bellamy@whs.mil in Adobe Portable Document Format (PDF). Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Electronically submitted tailored capability statements are due no later than 1:00PM (Eastern Prevailing Time) on 26 MAR 2010. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Notice, the Government may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
