Description
Contracting Point of Contact: Clint Boyle, AFRL/PKMP, (505)853-3161. The Air Force Research Laboratory (AFRL), Phillips Research Site (PRS), Directed Entergy directorate (RD), Kirtland AFB, NM intends to award a sole source contract in accordance with FAR subpart 6.302-1 (a)(2)(iii) to Optigrate, Orlando FL. The objective of the proposed research is a demonstration of a compact beam combiner based on multiplexed volume Bragg gratings recorded in photo-thermo-refractive (PTR) glass which provides efficient superposition of the 5 coherent beams from fiber amplifiers driven at the testbed developed at AFRL (KAFB). The volume Bragg grating will take the 5 beams which are incident at 5 different angles and super impose the 5 beams on top of each other in space and direction. This optical element illuminated by a single laser beam from the opposite direction is a 5-channels beam splitter. The effort will take place in two phases. The first phase will result in the delivery of a prototype beam combiner to be tested in the AFRL fiber laser testbed. The second phase will result in the delivery of a beam combiner having refined specifications. A. For the first phase, the contractor shall develop: o A prototype volume Bragg gratings in a single substrate o A prototype will be designed to combine five diffraction limited, narrow band (<0.01 nm) laser beams at 1064 nm. The diameter of combined beams (full width 1/e2) will be nearly identical and will not exceed 8 mm o In a beam combining mode, the beams will be incident at prototype at angles - 10.0 ± 1.0°, -5.0 ± 1.0°, 0.0± 1.0°, 5.0 ± 1.0°, 10.0 ± 1.0°, and a combined beam will be normal to the surface o In a beam splitting mode, the incident beam will be normal to the surface and transmitted beams will propagate at angles described in the previous item o The diffraction efficiency in a beam splitting mode should be 20+/-5% for each transmitted beam o Total material and diffraction losses in a beam splitting mode should not exceed 10% o The grating should be able to handle total powers of up to 750-W B. For the second phase, the contractor shall develop: o A refined reflective volume Bragg gratings in a single substrate o A holographic optical element will be designed to combine five diffraction limited, narrow band (<0.01 nm) laser beams. The diameter of combined beams (full width 1/e2) will be nearly identical and will not exceed 8-mm. o In a beam combining mode, the beams will be incident at -9.6 ± 0.1°, -4.8 ± 0.1°, 0.0±0.1°, 4.8 ± 0.1°, 9.6 ± 0.1°, and a combined beam will be normal to the surface o In a beam splitting mode, the incident beam will be normal to the surface and transmitted beams will propagate at angles described in the previous item o The diffraction efficiency in a beam splitting mode should be 20+/-2% for each transmitted beam o Total material and diffraction losses should not exceed 5% o The grating should be able to handle total powers of up to 750-W A contract will be issued to Optigrate provided other sources cannot provide the services at more favorable terms. Reference Solicitation No. FA9451-10-C-0253. Respondents are required to provide a statement of capability containing pertinent and specific information addressing the following areas: 1. Experience: An outline of projects previously performed relevant to the subject areas. 2. Personnel: Name, professional qualifications and specific experience of scientific, engineering and program management personnel who might be assigned to work in the areas of the subject effort. 3. Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Responses are limited to 10 pages including program plan, resumes, attachments, diagrams, etc. Any responses not addressing all requirements will be rejected. Submit responses to Clint Boyle, AFRL/PKMP, 2251 Maxwell Ave. SE, Kirtland AFB NM 87117-5773 no later than fifteen (15) calendar days after the date of this announcement by 12:00pm, Mountain Standard Time (MST). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiated with only one source under authority of FAR 6.302-1(a)(2)(iii). This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) calendar days after the publication date of this announcement will be considered by the Government. The determination of the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement under NAICS code 541712 is for small-business only. However, firms should indicate whether they are woman-owned, qualifying 8(a) businesses, certified HubZone small businesses, or historically black colleges, universities, and minority institutions (HBCU/MI).
