- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ), solicitation number VA-251-10-RQ-0172, in accordance with FAR Parts 12 and 13. This announcement constitutes the only solicitation and a written solicitation will not be issued. Awards resulting from the (RFQ) will be based on Best Value to the Department of Veterans Affairs giving consideration to: (1) Offerors past performance and experience with the same or similar work, (2) Geographic locality and amenities (outdoor and indoor), (3) Payment terms offered, and (4) Price. The North American Industry Classification System (NAICS) code is 531120, with a size standard of $7.0 million. All prospective offerors must be actively registered in the Central Contractor Registry (CCR). Offerors may register online at www.ccr.gov. Lack of registration in CCR will qualify the contractor as ineligible for award. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-38. Contract Requirements: Conference and retreat facility services offering three (3) complete meeting packages for the following dates: June 11-13, 2010; September 10-12, 2010; and November 5-7, 2010. The couples retreats will be psycho-educational, recreational, and therapeutic in nature, with direct services provided by VA clinicians in varying scopes of practice. Operation: Restoration is designed to provide tools to couples that will allow them to experience a sense of renewal in their relationship(s). The program provides relaxation, relationship enhancement opportunities, and education to couples whose lives have been affected by combat deployment, life-altering injuries, and the broad array of emotional and physical characteristics that families face when the deployed family member returns home. Successful completion of a retreat, focused on the health and growth of the entire person, will produce self-nourishment and a renewed sense of hope, as the physical, mental, emotional, and spiritual aspects of self are strengthened. In order to provide the specified clinical and therapeutic services, unique qualifications of the environment and facility are necessary. The retreats must be held in a non-clinical setting that is conducive to rest and relaxation. Bidding facilities must meet the following minimum requirements: Availability of facilities and services on June 11-13, 2010; September 10-12, 2010; and November 5-7, 2010 in an environment that is secluded, quiet, serene, tranquil, and has natural surroundings to facilitate healing and relaxation. The above stated dates are not subject to negotiation. Offeror shall submit a quote that includes pricing for the following items: 1.Handicap accessible private room (hotel-type) lodging for 80 participants for 2 consecutive nights; must offer double occupancy and single occupancy rates and be located within 125 miles of the Richard L. Roudebush VA Medical Center (Indianapolis). 2.Two separate conference spaces for clinical treatment sessions, equipped with LCD projector, drop down screen, dry-erase board, post it pads, pads of paper and pens for all guests. 3.Provision of simultaneous dining services and seating for all participants; must be available to meet various dietary preferences. 4.On-site fishing, hiking trails, cycling areas, and wooded areas for nature activities. 5.Ability to provide disc jockey services for a period on 4 hours on one evening of the event. 6.Ability to provide fresh floral arrangements for a minimum of 20 dining tables and food serving areas. 7.Ability to provide deluxe welcome baskets for each of the forty couples with a disposable camera, two wine glasses, a bottle of sparkling cider, specialty chocolate, and stationary. 8.Ability to provide horse & carriage rides for couples for a two hour period of time on Friday or Saturday of the event. 9.Ability to provide an outdoor cook-out and dining area for one evening meal during the retreat. 10.Ability to provide an area for a spiritual service on Sunday morning of the retreat. 11.Continuous snack bar for duration of stay. 12.Break-out room for staff. 13.Fitness area (indoor or outdoor) to allow for exercise as desired Indoor recreation area for special events, activities, and relaxation. 14.Outdoor amenities for recreation and activities. 15.Availability of facility staff to coordinate event planning activities. 16.Ability to provide complete meeting package with terms of payment fully disclosed. Evaluation of Proposals: Award will be conducted under the provisions of FAR Part 12, Commercial items, and FAR Part 13, Simplified Acquisition Procedures. All prospective offerors are responsible for monitoring this site for the release of modifications (if any) or other information pertaining to this synopsis. Offerors shall comply with all instructions contained in FAR 52.212-1, Instructions to OfferorsCommercial Items. The Provisions at 52.212-2, EvaluationCommercial Items, add, Award Basis: if the government determines it is in its best interest, it will award to the responsible offeror whose offer conforms to the solicitation. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items shall be included with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition with the following added as addenda to the clause, 52.212-4(c) changes text in paragraph (c) is deleted and replaced with: changes in terms and conditions of this contract may be made only by written agreement of the parties with the exception of certain changes such as administrative changes including changes in paying office, appropriation data, authorized by the Federal Acquisition Regulation and its supplements that may be made unilaterally by the Contracting Officer (see FAR 43.103(b)).
