- The Mission and Installation Contracting Command Center-Knox intends to issue a request for quotations (RFQ) to provide food, lodging, and training facility for conducting Junior Cadet Leadership Course (JCLC) training camp. Facility must be capable of encampment of 401 cadets and 64 cadre for five consecutive years. The base periods of performance is 30 May 2010 through 10 June 2010 with four on-year option periods. Final dates for the option years to be determined by the activity and the contractor. Facility address shall be no more than 200 miles from the following address (MapQuest and or Yahoo Driving Directions shall be used to confirm mileage): Headquarters 3rd Brigade, Cadet Command, 63 Young Street, Fort Leonardwood, Mossouri. Lodging facility shall have the following: "Dining facility shall be on-site and able to accommodate 300 individuals eating at the same time. "Facility shall have an indoor swimming pool; minimum of 25 meters in length. "Facility shall have Cadet Command Certified Rappel Tower not to exceed 60 feet (ft) in height with a minimum height of 20 feet. Tower shall have an enclosed stair case leading to top of tower. "Facility shall have Obstacle/ Confidence Course to include military style course with climbing and crawling obstacles. Any obstacle over 20ft high will need to be placed off limits (be inaccessible). "Facility shall have a Rappel Tower and Obstacle course that are in compliance with Cadet Command Regulation (CCR) 145-2. "Facility shall have an established (pre-existing) Land Navigation/Orienteering Course in close proximity to lodging and other training sites. Land Navigation/Orienteering Course map shall be no longer than 5 kilometers and individuals should be able to traverse the entire course in 2hrs or less. "Facility shall have an area large enough to establish a Leadership Reaction Course with 8 stations; the government will provide the Leadership Reaction Course. "Facility shall have a wooded area adjacent to a river or stream that may be utilized for survival training. "Facility shall include a lake that has a minimum size of 10 acres and may be utilized for Raft Building and survival fishing training. "Facility shall have an area that will seat approximately 400 individuals at the same time; this area shall be able to function as a briefing room. "Facility shall have an established Parade Field. "Facility shall have an area at least the size of a football field to accommodate the landing of military aircraft/helicopter. Area shall be clear of trees and other obstacles that may pose a safety risk for helicopter landings. "Training shall start at 0830 and end at 1830 each day of camp. "Facility shall have a separate restroom/shower facilities for males and females. "Facility shall lodge male and female cadets on separate floors and/or in separate buildings and shall have separate restroom and shower facilities for males and females. Female rooms shall accommodate two female cadets per room and male rooms will accommodate four male cadets to a room. Additionally, facility shall provide separate lodging accomodations for cadre. Facility shall be able to accommodate male and female cadre in separate buildings based on gender. The Mission and Installation Contracting Command Center is planning to issue a solicitation for this requirement on or about 25 March 2010.
