- Request for Information (RFI) for Defense Information Systems Agency (DISA) Information Communications Technology (ICT) Support Services - Afghanistan Contracting Office Address: Defense Information Systems Agency, DITCO-Scott PL8311, P.O. 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 Description: The Defense Information Systems Agency (DISA), Global Information Grid Operations Directorate (GO), is conducting this Request for Information (RFI) as market research to determine sources with CORE competencies and demonstrated experience to provide senior level, experienced personnel with Information Communications Technology (ICT) advisory, governance, policy, analytical and program management skills to support the Office of the Secretary of Defense (OSD) Task Force for Business & Stability Operations (TFBSO) efforts to develop, promote and implement a cohesive ICT strategy in Afghanistan. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330, and the size standard is $4.5M. Sources Sought: This Sources Sought Synopsis is requesting responses to the following criteria from all sources. Vendors are strongly encouraged to provide responses to this RFI, in order to assist DISA in determining the potential levels of interest, competition and technical capability to provide the required services. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract plan and/or small business goal percentages. Also, this Sources Sought Synopsis is issued to assist the agency in performing market research to determine whether or not there are qualified and capable Small Businesses to provide the aforementioned service. Responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners are encouraged. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required. Requested Information: The contractor shall furnish the necessary senior level commercial ICT expertise required to plan, design, implement, manage, liaison and provide regulatory understandings and policy changes and coordinate materials, facilities, and other supplies/services as may be required to perform the work as set forth herein, in order to assist in meeting the United States Government (USG) country team and United States Forces Afghanistan (USFOR-A) objective of accelerating reconstruction and stability operations in Afghanistan. The primary objectives require: (1) assisting USFOR-A with gaining commercial services through interface with Afghan Telecom (AFTEL) and other vendors as appropriate, and (2) assisting with United States Agency for International Development (USAID)/US Embassy efforts to establish the ICT industry and ICT government oversight in Afghanistan - working within the USAID/US Embassy framework. This will involve direct interface with U.S. and Afghan government officials, Afghan nationals and other contractors. This contractor support team will be organized with a Senior Telecom Advisor and support analyst forward deployed in Kabul, Afghanistan. To meet Department of Defense (DoD) TFBSO and United States Central Command (USCENTCOM) objectives, this mission requires coordination in all phases of requirement definition, planning, execution and advising with a host of USG and other partners: Department of State (DoS), USAID and other civilian elements, Provincial Reconstruction Team s (PRTs), Combined Security Transition Command Afghanistan (CSTC-A ), subordinate elements of USFOR-A, International Security Assistance Force (ISAF), Afghan Ministries, United Nations, World Bank, regional and community stakeholders and commercial enterprises. The Telecom Advisor courses of actions will consider all sources: government and commercial. The Contractor shall assist the in efforts to develop, promote and implement a cohesive ICT strategy. The contractor will provide support to enable modernization of an ICT infrastructure and services, to advise on use of ICT to enable cross-sector reconstruction in areas such as governance, education, healthcare and economic recovery, and to help develop strategic trust relationships with ICT counterparts. This is an Overseas Contingencies Operations (OCO) effort for the USCENTCOM, involving ICT development, infrastructure design, systems integration, and other related ICT technical services and implementation for both stabilization and security force missions. Additional Information: The work will take place in the following locations: Kabul, Afghanistan Washington D.C. Metropolitan area Other locations in or around Southwest Asia (Afghanistan), as required (and within DISA contractor support security guidelines) The work location has not yet been determined, but, the location may be at Government provided facilities or the Contractor may have to provide the facility in Afghanistan. Also, the contractor will be responsible for daily logistics and life support (housing, billeting, transportation, personal security, etc). Security : Please note that personnel will be required to have at a minimum a SECRET security clearance in accordance with DOD 5220.22-M at contract award. The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
