- Description
- NASA/GSFC has a requirement for the development of low frequency sensors to monitorcryogenic fuel. The first and very important step in this is to develop a forward modelof such capacitive sensors using commercially available software code such as COMSOLMulti-Physics Modeling CST Microwave Studio and HFSS. Also the simulated data collectedby the forward model must be processed to arrive at physical model of environment aroundthe capacitance sensors.NASA/GSFC intends to purchase the items from Intelligent Automation, Inc. only. This isthe only company that can provide the service because of the following reasons: 1)Intelligent Automation, Inc. has the expertise in the technical field and can meet thesix month deadline within the available budget and 2) Other vendors researched have theexpertise, however their cost and time frame to complete the work exceeds the allottedsix months. It is our belief that no other company can meet the required needs otherthan Intelligent Automation, Inc.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 7, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
