- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Newport Facility located in Newport, OR 97365 on a sole source basis with Pacific States Marine Fisheries Commission. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor shall perform the following tasks: 1.) Assist in the collection of data (May 2010 through September 2011); 2.) Assist in the analysis and summary of data (May 2010 through September 2011); 3.) Collaboratively disseminate results of the analyses in the form of scientific presentations, reports and/or manuscripts (May 2010 through September 2011). The NWFSC provides scientific and technical support to National Marine Fisheries Service (NMFS) for the management, conservation and wise use of the west coast's marine and anadromous resources. The Fisheries Resource and Monitoring Division of the NWFSC, is charged with conducting research and scientific analysis on the groundfish fisheries within the Exclusive Economic Zone (EEZ) off the coast of Washington, Oregon, and California. The project objective is to expand the conservation engineering side of the NWFSC's Habitat and Conservation Engineering (H&CE) group in order to provide an increase in conservation engineering information available to managers and the fishing industry for developing fishing gears to reduce bycatch in the west coast groundfish fishery. The Pacific States Marine Fisheries Commission promotes and supports policies and actions to conserve, develop and manage our fishery resources in California, Oregon, Washington, Idaho and Alaska. A portion of the commission's specific activities include: 1) "Acting as a primary contractor on grants and projects for states and other organizations", 2) "Dispersing monetary assets from the variety of federal, state, and other resources", 3) Coordinating research and management projects related to interstate fisheries and making these data available. The PSMFC has been involved in supporting west coast fisheries research, development and management for over 50 years, and over this period has developed a unique relationship with both the fishing industry, research community and other constituents fulfilling a role as a clearing house for information and coordination of research relating to fisheries research and management, including collaborative research with the fishing industry. The current project is a continuation of ongoing bycatch research that was begun in 2004 in partnership with the PSMFC and working with PSMFC will ensure continuity in the work. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately May 01, 2010 with no option periods. The NAICS code for this procurement is 541990 with a corresponding size standard of $7.0M. It is anticipated that work will commence on May 1, 2010 thru Sept 30, 2011. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Pacific States Marine Fisheries can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above.
