- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1),with Symmetricom, Inc, for the purchase of a Digital Phase-Noise and Time-Interval Test Set. The sole source determination is based on the National Institute of Standards and Technology's (NIST) Time and Frequency requirement for the purchase of Digital Phase-Noise and Time-Interval Test Set. Symmetricom is the only known vendor that can meet NIST's specification that the unit must be able to make residual (phase-difference) phase-noise measurements of two oscillator signals provided by NIST at two different frequencies as close as 0.1 mHz and as far as 5% of any two frequencies from 1 - 400 MHz; phase-noise measurement of carriers of 1 - 400 MHz must use two signals, given as external test and reference signals, with no instrument-generated additive noise greater than -130 dBc/Hz 1 Hz from a 1 MHz carrier and -170 dBc/Hz 10 kHz from a 400 MHz carrier, and with capability to display an estimate of internal noise floor to within 1dB of actual residual phase-noise measurements when one signal is split to test and reference channels of the instrument. The instrument must specifically be capable of phase-noise-level accuracy within 1 dB at all settings and capable of phase-noise-level accuracy within 1 dB at all settings and capable of residual noise measurements of amplifiers at least at the noise levels specified above. Unit must be capable of manual and remote restart of averaging measurements, deleting and prior averages. Based on market research, Symmetricom, Inc. is the only vendor that has commercial available products designed to meet all the required needs of NIST. Delivery date will be June 18, 2010. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
