Description
The purpose of this amendment is to:1. Post questions and answers.2. Amend Para (v) to change the quantity of CLIN 0001 from 1000 to 600 each.3. Amend Para (vi) by removing the requirement for permanent mounts. 4. Amend Para (vii) to change the period of performance to 12 months from date of award. 5. Add FAR 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation) to Para (xiii).All other terms and conditions remain unchanged. Q1. Please detail the origin of the samples. Are all samples collected? When would samples be shipped? A1. Samples will be collected from Bureau of Reclamation reservoirs throughout the 17 western states beginning May 1, 2010, and will be shipped within two weeks following their collection. Q2. How many samples are anticipated in the first shipment and approximately when will the last samples be received? A2. The first shipment will arrive mid to late May, and the last samples will be shipped by the end of September 2010. The first shipments will contain approximately 12-30 samples per month until August. In August and September the shipments will contain 60-180 samples. Q3. What is the Govt's criteria for demonstrated experience and proficiency in conducting phytoplankton analysis? What are the objectives of the project? (highest technical quality considered necessary to achieve the project objectives) A3. The Government will consider years of experience with similar projects and evaluate the offeror's past performance by contacting previous clients to determine their satisfaction with the offeror's performance. The objectives of the study are to establish baseline conditions to evaluate potential impacts of dreissenid mussels. Q4. Please define recent experience - what is the look back period? A4. Please only include past performance examples from the past three years. Q5. Can literature values be used for biomass calculations? A5. Biomass should be based upon measurements of the organisms in the samples provided and not on literature values. Q6. How long after sample receipt will results be due? A6. All results must be received no later than 180 days after samples are received by the contractor This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R10PS80R06 is issued as a request for quotation (RFQ). The Bureau of Reclamation Project # is 13.000. The applicable Treasury Account Symbol is TAS::14 0681::TAS. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 541380, Small business size standard is $12M. (v) This combined synopsis/solicitation is for the following commercial service: 0001: Conduct analysis of phytoplankton samples to lowest practical taxon (typically species or genus) and also identify all species by division (i.e. bacillariophyta). Analyses shall include both cell counts (cells/mL) and biovolume (um3/mL). Qty: 600 each. 0002: This contract requires the contractor to provide services funded under the American Recovery and Reinvestment Act of 2009 (Recovery Act). Section 1512(c) of the Recovery Act requires each contractor to report on its use of Recovery Act funds under this contract in accordance with 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation). All reporting actions must be completed and delivered within the required reporting timeframes IAW FAR 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation). Qty 1 Lump Sum. (vi) Description of requirements for the items to be acquired: Conduct analysis of 600 phytoplankton samples to lowest practical taxon (typically species or genus) and also identify all species by division (i.e. bacillariophyta). Analyses shall include both cell counts (cells/mL) and biovolume (m3/mL). All analytical data shall be provided in Excel spreadsheets and delivered electronically to Denise Hosler via e-mail (dhosler@usbr.gov) and Chris Holdren (gholdren@usbr.gov) as soon as analyses are complete for each sampling set. This contract requires the contractor to provide services funded under the American Recovery and Reinvestment Act of 2009 (Recovery Act). Section 1512(c) of the Recovery Act requires each contractor to report on its use of Recovery Act funds under this contract in accordance with 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation). All reporting actions must be completed and delivered within the required reporting timeframes IAW FAR 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation). (vii) The contract period of performance will be 12 months from date of award. All reports shall be delivered via email as specified in Para (vi). (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. IAW this provision, offerors shall submit a description of the technical capability of the offeror in sufficient detail to evaluate experience and proficiency in conducting phytoplankton analysis and no more than three past performance examples, to include recent and relevant contracts for the same or similar services. The offeror shall also submit no more than three (3) recent past performance examples of work the offeror considers most relevant in demonstrating successful performance of the proposed effort. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will make award to the schedule contractor that represents the best value, price and other factors considered. The following factors will be used to evaluate offers: Technical capability of the offeror, past performance, and price. Technical capability will be evaluated by the offeror's demonstrated experience and proficiency in conducting phytoplankton analysis. Past performance evaluation will focus on the quality of previous work produced by the offeror relevant to scientific phytoplankton sample analysis. Technical capability and past performance when combined is significantly more important than price. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable price. The Government reserves the right to make an award to other than the lowest-priced schedule contractor if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
