Description
The Bureau of Reclamation, Multi Species Conservation Program (MSCP) is seeking a qualified contractor to research secondary fish screening technology to assist the program in managing isolated Lower Colorado River backwaters for native fish. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-38. This requirement is 100% Set Aside for small business concern participation. Large businesses may submit quotes that will only be considered if offerors are not received from qualified and responsible small businesses. The North American Industry Classification System (NAICS) Code for this acquisition is 541712 - Research & Development in Physical, Engineering & Life Sciences. The small business size standard for NAICS Code 541712 - is 500 employees or less. The resulting contract will be a firm fixed price type. Line item 0001 shall be a lump sum price for all costs associated with performance of the tasks found in the Statement of Work. This includes all costs of personnel, equipment and travel fees required to perform literature review, market research, preparation of study design, sampling protocol, sample testing, processing, analyses and all report preparation. A more detailed SOW is attached to the Request for Quote (RFQ) Package. Line item 0002 for 1 lump sum - ARRA Reporting Requirements. (Note: Detailed information about the reporting requirements can be found in the RFQ and clause package attached to the (RFQ). The onsite sampling will be performed at Imperial Ponds Conservation Area, at Imperial National Wildlife Refuge, 12812 North Wildlife Way, Red Cloud Mine Road, Yuma, AZ 85365. The performance period is estimated to be 15 months. FAR provision 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and is included in the RFQ. Offers will be evaluated based on lowest priced, technically acceptable, responsive quote from a responsible offeror. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors shall include in their offer a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Offerors may complete the annual representation and certification online at www.orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. FAR clause 52.212-5 Alternate II, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items.
