Description
PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as request for quote No. FA8900-10-Q-0071. The United States Air Force School of Aerospace Medicine (USAFSAM) requires reservations for the 10th Annual International HIV/AIDS Policy & Planning Conference. This acquisition is to acquire Reservations for 110 hotel rooms for students & guest speakers attending the 9th Annual International HIV/AIDS Policy & Planning Conference to be held within the confines of the hotel from 2 - 11 December 2010, in downtown San Antonio, Texas. The following are also required: A conference room to accommodate 110 students & guest speakers, an area to facilitate registration and a secured administration office with Internet capability for the USAF along with 4 breakout meeting rooms to support this conference (35 students per room). These meeting rooms will have basic audio/visual equipment, (large screen, wireless microphones, projector carts, house sound, and labor). Also required are 15 parking spaces and complimentary refreshments for morning and afternoon training break. The type of contract anticipated is firm-fixed price. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. This requirement is a full and open requirement. The North American Industry Classification System is 721110, $6.5 million. Place of Performance will be downtown San Antonio, TX. The period of Performance will be 2 thru 11 December 2010. Offerors must include with their quotations: a completed copy of provisions 52.212-3, Offeror Representations and Certifications--Commercial Items, obtained from Air Force Far Site, http://farsite.hill.af.mil. The following provisions and clauses can be viewed through Internet access at Air Force FAR Site, http://farsite.hill.af.mil. The following clauses and/or provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-2 Evaluation Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government: 1. Technical capability and 2. Price. Contractors are required to be Registered in the Central Contractors Registration (CCR). AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr Howard E. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet a https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award, may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at (800) 333-0505. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. Offers for this acquisition are due on 1 Apr 2010, 4:00 P.M. Central Standard Time.
