Description
Recovery (TAS 14 1035) The work of this project requires the Contractor to provide all labor, supervision, materials, and equipment as needed to clean and perform television inspection of approximately 7,400 linear feet of wastewater lines at the Headquarters area of Lassen Volcanic National Park, located in Mineral, CA. The Headquarters area consists of residential, administrative and maintenance facilities approximately 50 acres in size, containing 42 structures, 5 RV sites and a picnic/baseball field. There are 7,400 LF of wastewater mains. Most of the sewer lines were installed between the 1920's and 1960's. Some sections have been repaired with PVC or Cast Iron Pipe. Approximately 70% of these mains were slip-lined in the early 1990's. Original pipe types are Ductile Iron, Orangeburg and Cast Iron. Size range is 4" to 6". Sewer lines shall be cleaned to remove foreign materials from the lines and restore the sewer to a minimum of 95% of the original carrying capacity or as required for proper seating of internal pipe joint sealing packers. Since the success of the other phases of work depends a great deal on the cleanliness of the lines, the importance of this phase of the operation is emphasized. The designated sewer manhole sections shall be cleaned using hydraulically propelled, high-velocity jet, or mechanically powered equipment. Selection of the equipment used shall be based on the conditions of lines at the time the work commences. The equipment and methods selected shall be satisfactory to the NPS. The equipment shall be capable of removing dirt, grease, rocks, sand, and other materials and obstructions from the sewer lines and manholes. After cleaning, the manhole sections shall be visually inspected by means of closed-circuit television. The inspection will be done one manhole section at a time and the flow in the section being inspected will be suitably controlled as specified in the project specifications. Inspections shall be performed in accordance with PACP standards including the specific date and time of inspection. The solicitation will include an Additive bid item to clean and TV an additional 2,100 LF of wastewater mains located at Manzanita Lake Campground area, and will be subject to the availability of funding at the time of award. This area contains 4 Campground Loops with 5 Comfort Stations and one Camper Service Store with showers. Most of the sewer lines were installed in the 1950' and 1960's. The project range is estimated to be between $100,000 and $250,000. Project completion is expected within 30 days of receipt of a Notice to Proceed. A site tour will not be held prior to submission of proposals. Work is anticipated to begin after snow melt, expected mid-late May 2010. The Request for Proposal (RFP) will be available on/about April 2, 2010 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps site at http://www.fbo.gov or directly from the Department of Interior website at http://ideasec.nbc.gov. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date. Note: This project is funded through the American Recovery and Reinvestment Act and upon award, the contractor must meet all reporting requirements as described in FAR 52.204-11 (Feb 2010 Deviation). The Contractor shall report the required information using the online reporting tool available at www.FederalReporting.gov. This acquisition is being solicited under the Small Business Competitiveness Demonstration Program Act of 1988 (Title VII, Public Law 100-656) and is unrestricted (full and open competition). All responsible sources may submit a proposal which, if timely received, will be considered. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises capable of fulfilling this requirement. The NAICS code is 237110 and the small business size standard is $33.5 million.
