Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Army Training Directorate, intends to procure Conference Center Services, using a HUB Zone certified small business set-aside, small business set-aside, or under full and open procedures. If at least two responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 12 PM EST 28th March, 2010 the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open procedures. Only HUB Zone businesses are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, or small business concern in NAICS code 721110 with a size standard of 7.0M are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 6 pages and must be submitted electronically. Small businesses are to outline their experiences in the following: Hosting a Conference for 125 persons and also answering the questions listed below: 1. Can facility provide required Conference Meeting Rooms with required equipment? Must be able to provide 2 conference meeting rooms for each day of the conference, of approximately 4000 square feet each, for 125 participants per meeting room (250 people per day). Each conference room will be set up in a combination of U-shaped, classroom, and theater-style seating. Each conference meeting room will have: 1. Two projection screens (min 9x12) 2. Two proximas 3. One lavaliere microphone 4. One lectern with microphone 5. One 12-channel mixer 6. Fifteen microphones at the U-shaped head table 7. Two easels with pads and pens 8. One teleconference call system linked into the conference room speaker system. 9. Classroom-style seating table areas must have two power strips per 10 participants to support personal laptop computers 2. Can facility provide Break-out Rooms with required equipment? Must be able to provide 2 break-out rooms each day of the conference, set up in classroom style, for 50 participants each. The break-out rooms must be located near, and on the same floor as the primary conference rooms. Each breakout room must have: 1. One projection screen (minimum 7x10) 2. One proxima 3. Can the facility provide an Administration Room with required equipment? Must be able to provide a conference administration room located near, and on the same floor as the conference rooms. The administration room must consist of a high-speed internet network separate from the hotel internet network. The selected facility must provide the following: 1. One high-speed copier which can produce 1,000 copies daily 2. One fax machine 3. One high-speed shredder 4. Two printers: one black and white, and one color 5. Two commercial phone lines 6. One television linked to cable news channels 7. One easel with pads and pens 8. Provide administrative room phone and fax numbers 45 days prior to the event The administrative room must be large enough to accommodate the set up of an internet caf network area to accommodate 10 people, two round table seating areas for 10 people each, and an area of tables/chairs for an administrative staff of 3 people. 4. Can the facility meet these requirements? a. The administrative, conference, and breakout rooms must be available for set-up the day before the conference begins, with access to the rooms and set-up beginning at 8:00 AM, with set-up completed by 5:00 PM. b. The host site should be located on or near a major airport and provide complimentary 24-hour shuttle service for guests to and from the airport. c. The host site must be able to provide 40 sleeping rooms per night, beginning the night before the conference begins, and each night of the conference. Areas or tasks where a contractor does not have prior experience should be annotated as such. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Enid Cummings-Browne. A FFP contract is anticipated. The anticipated delivery date will be 2th May 7th May, 2010. The Delivery Location will be Kansas City Missouri. Contractor personnel will not require a current clearance. A written Request for Proposal (RFP) will be posted on or about 2th April, 2010. U.S. Army G-3/5/7 Training Directorate Combined Training Council of Colonels (CoC) Conference 2 May-7 May 2010 Statement of Work (21 January 2010) PART I.GENERAL INFORMATION I.A.Introduction The Army Training Directorate hosts the FY 10-2 Council of Colonels (CoC) Conference from 2 May-7 May 2010 in Kansas City, Missouri. The CoC supports the Army Training General Officer Steering Committee (TGOSC) by reviewing and forwarding appropriate issues from their specific areas to the TGOSC. The CoC also recommends improvements in training development policy, strategy, and capabilities needed to provide trained and ready Soldiers, leaders, and units to the Combined, Joint, Interagency, and Multinational Forces of Combatant Commanders. I.B.Background The contract is to support the CoC from 2 May-7 May 2010 I.C. Scope The primary objective of this contract is to provide a total of two conference meeting rooms from 2 May-7 May 2010 daily, of approximately 4000 square feet for 125 participants per meeting room; and two break-out rooms from 3 May-7May 2010, set up in classroom style to host 50 participants each. The break-out rooms must be located near, and on the same floor as the primary conference rooms. Additional information is contained in the requirements section below. The conference rooms will be set up in a combination of U-shaped, classroom, and theater-style seating. A seating configuration diagram will be provided for each room. The host site must provide a conference administration room located near, and on the same floor as the conference rooms. Additional equipment information is contained in the requirements section below. I.D. Period of Performance The period of performance for this requirement shall be 2 May-7 May 2010. The administrative, conference, and breakout rooms will be set up on 2 May 2010 with access to the rooms, and set-up beginning at 8:00 AM, with set-up completed by 5:00 PM. PART II.SPECIFIC REQUIREMENTS II.AFacility Location, Lodging Rooms, and Transportation Ideally, the host site should be located on or near a major airport and provide complimentary 24-hour shuttle service for guests to and from the airport. (2) Two Breakout Rooms, 3 May-7 May 2010- Provide two breakout rooms daily to accommodate 50 participants each during the period 2 May-7 May 2010; room requirements are as stated in II.C.1 below. One proxima PART III.QUOTE SUBMISSIONS Bid proposals received late will not be considered. Quotes must address all requirements listed in Part II above. Quotes must include the nightly lodging rate for attendees but not the total lodging costs for the conference, as attendees will pay lodging separate from this contract. Quotes failing to provide detailed and total costs for requirements in Part II above will not be considered. Contract Selection: Once the facility has been selected, its quote package is included in a conference packet for final Department of the Army conference approval and subsequent contract awarding by the U.S. Army Contracting Center of Excellence.
