Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory (NMML) located in Seattle, WA on sole source basis with Oceanwide Science Institute. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed contract is for technical support and lease agreement for nine (9) self-contained acoustic recorders for a period of one (1) year for the purpose of investigating the occurrence and movements of cetaceans in Alaska and Arctic waters in support of bowhead and right whale programs. The goals of the bowhead and right whale programs are to study North Pacific right whales in the southeastern Bering Sea and to study bowhead feeding ecology in the Western Beaufort Sea north of Alaska. The proposed study will deploy long term moored acoustic recorders in the Bering and Beaufort Seas to acoustically monitor the occurrence, movements, and vocalizations of cetaceans. Oceanwide Science Institute will be supplying the instrumentation and technical support services for the operation and maintenance of the recording units. These acoustic recording instruments are unique instruments that meet all requirements of NMML's program and were used in previous two seasons. Because the success of the project is reliant upon the recorders, it is important that the recorder have a proven track record of performing successfully in cold Arctic and Alaskan waters. These instruments are small enough to be hand deployed up to 300m depth for up to a year, and are equipped with energy detector that allows the maximum recording of the signals of interests while conserving power. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
