- SOLICITATION NOTICE The Federal Law Enforcement Training Center (FLETC), Glynco, Georgia an Agency of the U. S. Department of Homeland Security is seeking qualified Design/Build firms to provide design and construction services for a renovated administration facility at the Federal Law Enforcement Training Center, Glynco, Georgia. This procurement is 100% 8(a) set aside. Size standard under NAICS 236220 is $33.5 million; Project Cost range is between $5,000,000.00 and $10,000,000.00. The work requires design and construction (renovation) of a 24,600 square ft., three story administration facility at the FLETC Glynco Campus, Glynco, Georgia. The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00 with a performance period of 550 calendar days. It is anticipated that 3 to 4 firms will be selected from this Phase One solicitation for participation in the RFP/Phase Two solicitation. The administration facility is a 24,600 square ft., three story steel framed structure used for office space in support of training programs at the FLETC. This project will include demolition back to the structural elements then renovation to a new administrative facility. Furnishings, equipment and fiber/copper/cable TV cabling shall be provided for all spaces. Personnel elevators and space for electrical, mechanical, IT and janitorial equipment are required. ADA requirements shall apply to first floor only. Site improvements such as exterior lighting, sidewalks, landscaping and handicapped parking are included. Existing parking space will remain as is. The building will have the goal of reducing energy use by 30% compared to the baseline building performance rating per ASHRAE Standard 90.1 Energy Standard for Buildings. The building must be able to achieve a LEED Silver rating; documentation must be provided to confirm LEED rating; submission for certification will be a government option. Additional design and construction criteria for the project will be included in the RFP package. The RFP package will include the Phase Two selection factors and will be issued to the firms selected from the Phase One solicitation. The RFP package will include design criteria for code compliance, performance and prescriptive specifications, design and construction submittal requirements, space utilization plans, floor plans, elevations, wall sections, finish schedule, conceptual site plan, site survey, and soils report. These were developed more than four years ago and may not be adequate for the construction/renovation work to be accomplished at this time. The criteria will rely upon industry standards, where allowable, to afford the Offeror a degree of design flexibility while meeting specific project requirements. The successful Offeror must design and construct a complete and usable facility as described in the RFP documents. The facility shall be constructed within budget identified in the Request for Proposal (RFP) and be fully usable upon acceptance by the Government. A quality control person and superintendent shall be on site at all times during the construction. The Contractor's safety program shall be administrated by a certified safety specialist. The quality control person shall be independent of other on-site personnel and shall devote his time exclusively to work under this contract. Quality control, safety, and environment plans shall be prepared for and approved by the Government prior to the start of construction. The period of performance is 550 calendar days. The Government intends to award a single (one (1)) contract as a result of this solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. This will be a two phase evaluation. Phase One will result in the development of a short list of approximately four (4) firms who will proceed to Phase Two. Phase One evaluation will be made solely on the written responses provided to the Government. Phase Two evaluations will be based on technical and price proposal submissions and result in selection of a single firm. Phase Two award will be based on technical evaluations and pricing with technical and pricing weighting approximately equally. The Government intends to evaluate proposals and award a contract without discussions with offeror's. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Offeror's should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. An Offeror's proposed Phase Two team, including the firms and key personnel proposed in response to Phase One Solicitation, and as supplemented for purposes of the Phase Two Solicitation, must continue to remain fixed for the duration of the Contract except as noted herein. An Offeror may add consultants, subcontractors and/or key personnel to supplement design and/or construction resources as necessary to address proposal deficiencies. If extraordinary circumstances require a proposed change either during the solicitation or after contract award, the request with rationale must be submitted in writing to the Contracting Officer, whom at his or her sole discretion, provides written authorization of the change. Requests for a substitution must either be submitted prior to the submission of the Final Proposal Revision or must be clearly indicated in the Offeror's Proposal Cover Letter. The Offeror shall provide the complete qualifications and experience of the firm or individual proposed to be substituted. Changing personnel may affect an Offeror's overall rating. Unauthorized changes can result in the elimination of the Offeror from the Phase Two competition. Proposal Preparation - Phase One and Phase Two: Provide technical proposals complying with all instructions provided herein. The technical proposal shall be completely severable from the price proposal and shall not contain any pricing information. Do not exceed a total of fifty (50), 8-1/2" x 11", type written pages.
