Description
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3, and in accordance with requirements of FAR 6.302-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:1.Identification of Agency/Contracting Activity - VA Medical Center, Providence, RI. 2.Nature/Description of Action - Research Assistant (location Center for the Intrepid at Brooke Army Medical Center, Fort Sam Houston, TX) 3.Description of Supplies/Services - Research Assistant/Coordinator working on a research project (VA Study to Optimize the DEKA Arm) 4.Statutory Authority - 10 USC 2304 (c)(1); as cited at FAR 6.302-1 5.Reason for Authority - Due to her experience this was the most qualified candidate for the position. 6.Efforts to Obtain Competition - N/A 7.Determination of Fair and Reasonable Cost to the Government -A comparison of prices paid for these services in previous years shows that the price has and will remain unchanged for the life of the project. 8.Market Research - N/A 9.Other Facts - Sandra Jarzombek has been working for Dr. Linda Resnik on another research study related to the DEKA Arm and has the training and experience required to serve as a Research Assistant for the VA Study to Optimize the DEKA Arm. She has a dedicated office on site at the CFI and has received all appropriate government clearances. Ms. Jarzombek has worked closely with the other staff participating on this project, and has established relationships in the amputee community that will aid in study recruitment efforts. 10.Interested Sources - No other sources have expressed interest in this procurement. 11.Actions to Remove Barriers to Competition - N/A 12.Certifications - I hereby certify that the information addressed herein, which forms a basis for this justification, is complete and accurate, to the best of my knowledge.
