Description
Colville National Forest, Asphalt Surface Treatment and Pothole Repair Project. The Colville National Forest located in North Eastern Washington State has a requirement for asphalt surface treatment and pothole repairs for Swan Lake, Gillette, Lake Gillette, Lake Thomas and Lake Leo campground roads including specified parking areas. The project is located in on the Republic and Three Rivers Ranger Districts. The work is located in Ferry, Stevens and Pend Oreille Counties, Washington State. Swan Lake campground is located in Ferry County, T35N R32E Section 20. Directions from junction of state highways 20 and 21 south of town of Republic. Drive south on state highway 21 9.00 miles to Scatter Creek road (NFS 5300). Then turn right onto Scatter Creek road (NFS 5300) and drive 7.36 miles to Swan Lake campground. Lake Gillette, Gillette, Lake Thomas and Lake Leo campgrounds are located in Stevens and Pend Oreille counties, T36N R42R sections 20, 17 and 03. For directions from Colville, Washington. Drive east out of Colville, Washington on state highway 20 approximately 23.0 miles to county road 4987 (Pend Oreille Lake). Then right on county road 4987 (Pend Oreille Lake) approximately 0.4 miles to Lake Gillette campground. Gillette campground continue on county road 4987 (Pend Oreille Lake) 0.1 miles. Lake Thomas campground continue on county road 4987 (Pend Oreille Lake) 0.75 miles. Lake Leo campground is east on highway 20 approximately 24.0 miles from Colville Washington to Lake Leo campground Forest road 9400505. The Contractors shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman’s compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. Swan Lake campground: This project consists of pothole repair and a single layer of bituminous chip seal (base item A) or 2 inches of hot mix asphalt concrete (alternate item B) on designated campground roads. The pothole repair will consist of removing 0.5 foot deep of unsuitable material at designated locations. The waste material will be hauled to the Swan Butte pit and stockpiled in a location approved by the Contracting Officer. The borrow material will be Government provided source hauled from Swan Butte pit stockpile and used to backfill the dig out location to the specifications of the contract. The repaired dig out locations shall be treated with a single bituminous chip seal prior to the rest of the campground treatment. The asphalt emulsion that shall be used on this project is CRS-2P. The aggregate for the project will be commercial source provided by the contractor. The design application rates that shall be used for this project are 0.42 gallons/square yard of emulsion and 27 pounds/square yard of aggregate. The hot mix asphalt concrete shall meet the requirements of the FP03 section 404 minor hot asphalt concrete and any Forest Service Supplemental Specifications. The work for this project shall be completed in June 2010 weather permitting. Lake Gillette and Gillette campgrounds: This project consists of pothole repair and a single layer of bituminous chip seal (base item C) or 2 inches of hot mix asphalt concrete (alternate item D) on designated campground roads. The pothole repair will consist of removing 0.5 foot deep of unsuitable material at designated locations. The waste material will be hauled to the Thomas Mountain quarry and stockpiled in a location approved by the Contracting Officer. The borrow material will be Government provided source hauled from Thomas Mountain quarry stockpile and used to backfill the dig out location to the specifications of the contract. The repaired dig out locations shall be treated with a single bituminous chip seal prior to the rest of the campground treatment. The asphalt emulsion that shall be used on this project is CRS-2P. The aggregate for the bituminous chip seal project will be government provided source located at WSDOT Mill Creek stockpile. The design application rates that shall be used for this project are 0.42 gallons/square yard of emulsion and 27 pounds/square yard of aggregate. The hot mix asphalt concrete shall meet the requirements of the FP03 section 404 minor hot asphalt concrete and any Forest Service Supplemental Specifications. The work for this project shall not start till after September 6, 2010 (Labor Day). Lake Thomas campground: This project consist of blading and shaping the subgrade and placing 4” of aggregate and a double layer of bituminous chip seal on designated campground roads (item E). The asphalt emulsion that shall be used on this project is CRS-2P. The aggregate material will be Government provided source hauled from the Thomas Mountain quarry stockpile. The aggregate for the bituminous chip seal project will be Government provided source located at WSDOT Mill Creek stockpile. The design application rates that shall be used for this project are 0.42 gallons/square yard of emulsion and 27 pounds/square yard of aggregate. The work for this project shall not start till after September 6, 2010 (Labor Day). Lake Leo campground: This project consists of pothole repair and a single layer of bituminous chip seal (item F) on designated campground roads. The pothole repair will consist of removing 0.5 foot deep of unsuitable material at designated locations. The waste material will be hauled to the Thomas Mountain quarry and stockpiled in a location approved by the Contracting Officer. The borrow material will be Government provided source hauled from Thomas Mountain quarry stockpile and used to backfill the dig out location to the specifications of the contract. The repaired dig out locations shall be treated with a single bituminous chip seal prior to the rest of the campground treatment. The asphalt emulsion that shall be used on this project is CRS-2P. The aggregate for the bituminous chip seal project will be Government provided source located at WSDOT Mill Creek stockpile. The design application rates that shall be used for this project are 0.42 gallons/square yard of emulsion and 27 pounds/square yard of aggregate. The work for this project shall not start till after September 6, 2010 (Labor Day). The project is estimated between $250,000 to $500,000. A bid guarantee will be required. The awarded Contractor will have to provide both payment and performance bonds. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about April 5, 2010. Proposals are estimated to be due May 5, 2010. The actual due date will be listed in the solicitation. The solicitation will be posted on this site. There is no set-aside for this project; therefore, it is full and open competition. NAICS code is 237310 size standard is $33.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.
