- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a request for quotation (RFQ). Reference RFQ number DE-RQ65-10WG86705 on all documents. The solicitation document and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-38. This is a 100% Small Business Set Aside for NAICS 811310 with a size standard of $7.0 M. This is firm-fixed price procurement and will be procured using commercial procedures. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region requires services to process oil from KT9A-1 which is a 1995 ABB 500kV type XMZ 46 Shunt Reactor with Conservator Tank and fill the reactor according to ASTM & IEEE Standards for EHV transformers to its full capacity. Complete description and specifications are detailed within the attachment labeled 86705 MED PWS KT9A-1 Oil Process & Fill.docx. FOB Destination to zip code 89005. Contractor shall coordinate work schedule with the Contracting Officer Representative upon award of contract. All requirements stated in the Performance Work Statement shall be completed by May 14, 2010. The applicable FAR clauses/provisions are an attachment to this announcement. FAR Clause 52.212-2, Evaluation Commercial items applies to this acquisition. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering schedule, price and past performance factors. Schedule and past performance combined are more important price when evaluating the quotes. Contractor shall submit with their offer, at least 3 (three) references for past performance for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Item, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items attached to this announcement. Contractor shall acknowledge in their quote that their ORCA (Online Representation and Certification Application) is current and up to date. Located at: https://orca.bpn.gov/.
