- Description
- The National Cancer Institute (NCI), Laboratory of Cell Biology (LCB), plans to procure on a sole source basis, a service contract for the Government owned Tecnai F30He (Polara) Electron Microscope with FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, Oregon 97124. The North American Industry Classification System Code is 811219 and the business size standard is $7M. This acquisition will be conducted under the procedures for acquiring commercial items as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial items as provided in FAR 13.106-1(b)(2) and FAR 13.501 (a)(1)(ii). Only one award will be made as a result of this solicitation. Modern Electron Microscopes such as the three Tecnai series microscopes manufactured by FEI Company and, installed in the LCB are highly complex instruments requiring continuous servicing by qualified engineers. The instrumentation encompasses high vacuum components, electromagnetic lenses, CCD cameras, pneumatic systems all highly integrated into computer controlled access to the various microscope functions. The contractor shall provide preventative maintenance for the Tecnai F30He Electron Microscope including: all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer’s standard maintenance practices. Contractor shall provide two (2) scheduled preventative maintenance inspections. In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems. Contractor shall provide telephone support for repair and maintenance of the equipment. Period of Performance shall be from the effective date of the award through 12 months. FEI, Company is the only source known to the NCI that can provide the required service agreement to maintain the highest level of professional care in operation and maintenance. There is a complex level of digital access to the Polara electron microscope and its systems permitted only to the qualified FEI service engineers. Only FEI certified service engineers who are employees of the company and are trained in all aspects of service to the electron microscope are authorized to service the microscope. In addition, the proprietary FEI Software controlling the microscope is constantly being upgraded and this can only be done by qualified FEI service engineers. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the NCI Office of Acquisitions by 11am ET, on March 24, 2010. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certification Applications (ORCA), http://orca.bpn.gov.
